solid propellant rockets rather than a liquid fuel rocket to hurl its space shuttle into orbit Dr James Fletcher National Aeronautics and Space Administration (NASA) cnief said the switch to solid rockets would cut developments costs for the space shuttle by about $350 million and would cause only a slight increase in the price tag of each mission when compared to liquid fuel boosters booster decision settles the principal question left open for further study at the time the decision to proceed with the development of the space shuttle was announced by President Nixon in Fletcher said ALL PREVIOUS rockets for manned space flight the United States presumably in the Soviet Union as well have been powered by liquid fuel rockets But Fletcher said by selecting solid fuel methods development costs would be cut from the $55 billion Nixon estimated in January to approximately $5 15 billion He said the cost of each mission using a solid fuel booster was expected to be around $10 5 million slightly higher than the January estimates but within the acceptable range for economic use of the space shuttle The space shuttle will be the first reusable manned spacecraft Snace agency plans call significant tightening of one of its major price rules It reduced from two per cent to one and eight-tenths per cent the maximum average price increase which it will allow companies to get under its Term Limit Pricing agreements A commission spokesman said this was done after in depth economic studies pre -pared by commission staff members showed the policies were not meeting President goal of winding down inflation to a rate of two and five-tenths per cent by the end of this year The new more stringent pricing rule will not apply to the 120 big firms that have already agreed to hold their prices to an average of two per cent or less or to firms already in direct negotiation with the Price Commission for such an agreement UNDER TERM Limit Pricing or TLP as it is called large firms agree to an average limit on all their products rather than item-by-item ceilings that otherwise would apply In return for the price flexibility this gives them they agreed to a lower overall average than they might otherwise be able to win on the basis of their costs Previously the over-all average ceiling for TLP agreements was two per cent The new ceiling is one and eight-tenths per cent with a
