state legislature last week that the cash balance on June 30 last $9011132 is larger than tbe balance at tbe end of any previous year Governor Davit said: avoid thj possibility ot a misunderstanding 1 believe it sbonld be explained that this is not a balance that can be used tor general state purposes It should be understood that it consists largely ot special fund balances $8000000 of It belongs to tbe state highway fund and must be Bpent for state highway purposes Tbe high condition of this fund is due to the extensive retardation ot highway work in recent years only part of the balance quoted by my predecessor that is usable tor general state expenses is $93106378 the general fund balance on June 30 1920 This is the amount to which the general fund hag dropped from a balance ot $702630198 which it contained on December 31 1912 shows the crying need for the exercise ot the most rigid economy by this government" On the subject ot taxation Governor DaviB said: cities of Ohio for yean have labored under serious handicaps financially due chiefly to the rapid growth the increase generally of tire cost of all commodities and labor and the failure of the tax revenue' to keep pace with the changed conditions the other hand the rural eommuuUies must not expect to pay in Increased taxation any part of the cost ot operating the government ot the metropolitan centers It would be highly -unjust to the farmer to saddle on him a burden of this kind No solution of the financial problems is tobe considered which would compel the agricultural elements to belp support the cities The principle of the Smith one per cent tax law must continue to safeguard against such a Governor Davis expressed tbe belief that an effective solution of tbs pressing problem ot tbe cities with the farmer rigidly protected is to be found through application of the principle ot home rule in taxation under the application ot which each community would declare by vote whether and bow much they are
