Wadington said particulate matter can be fatal when density is 750 millionths of a gram per cubic meter. When pollutant materials issue from a smokestack, he said, they seek an air level of the same density. When there is a temperature inversion, the pollutants are more dense than the warm, expanded air at the top of the stack, so they drop to a level where the air is cold and dense enough to support the pollutants.

Inversions over Billings often are 500 or more feet thick, he said, so Montana Power's 350 foot stack does little good, according to Wadington.
