The Dow Jones average of 30 industrials, off about 2 points in early trading, closed with a 2.60 gain at 814.80. The average had fallen 8.31 on Wednesday to a new two-year low. Losers Barely Ahead Losers just barely nosed out gainers in the over all count on the New York Stock Exchange.

Big Board volume totalled 20.52 million shares, down from 22.03 million Wednesday. The markets early weakness was attributed to Wednesdays news that the Gross National Product grew at only a 3.8 per cent annual rate, after adjustment for inflation, in the third quarter. That was down sharply from the 6-7 per cent economic growth rate in the first half of the year. Prices Steadied But prices steadied by mid-day as attention seemed to shift toward the Federal Reserves weekly rejiort on money and credit conditions. As it turned out the data, issued at the NYSE closed, showed no change in the basic measure of the money supply for the latest reporting week.

ISSUES TRADED 1,863 By Rob Moore Tribune Correspondent CEDAR CITY Officials of California Pacific Utilities Co. Thursday orsmnlxtfxH four Have nf lodiinonv before the Utah Public Service Commission on their current series of rate increase requests. Cal-Pac representatives completed testimony begun on Wednesday in connection with their extensive 147-page application for rate relief to provide higher net revenues.

Fields Questions The hulk of Thursdays session was used by John Vetromile, Cal-Pac vice president of rates and valuation. He fielded intense cross-examination on the company's earnings summary and rate base statistics for 1976. Attorney Elliott Pratt, representing the Cedar Valley and Parowan Valley Pumpers hammered away at Cal-Pacs $3.2 million increase in electrical plant investment between 1975 and 1976. Mr. Votronule responded by itemizing that increase to include improvements in hydraulic generation capacity, transportation and distribution of power and general improvements which, he said, all contributed to the growth of service in the Cedar City area Points to Revenue Mr.

Pratt also honed in on the companys revenue increase between 1975 and 1976. According to a Cal-Pac exhibit there was a $1.5 million increase in 0Hrating revenues but no change in revenues to Cal-Pac for wheeling Bureau of Reclamation power to several Southern Utah communities. Mr. Vetromile said that if a new agreement cannot be worked out with tiie bureau to increase the wheeling rate then Cal-Paes customers will have to pay around $31 per yearly kilowatt hour for power Cal-Pac transports to such communities as St. George and Hurricane.

Rate Concepts The commission also heard from Cal-Pac senior rate cngii Rtrhr.rd Jarrett, who outlined customer rate schedule revisions under the proposed increase. DOWN 733 the Royal Inn (now the International Inn) and holder of a 19 per cent limited partnership. Largest Interest The Santi interest was the largest among 40 or so limited partners. Mr. Santi also held a one per cent interest as a general partner in the limited partnership.

Royal Inn International, San Diego, was the general partner. But the chain went into bankruptcy, resulting in the dissolution of the limited partnerships in mid 1976. The Salt Lake P.oyal Inn was put on the block and bought earlier this year by Dunes International, Portland, Ore. There remains, however, unresolved litigation between the Santis and the Royal Inn general partners. At the sale Friday, it will be presumed that the Villa Granada was owned by Mr.

and Mrs. Santi. However, there is question that the Santis may have deeded it to another Santi-owned corporation, Royal Ventures, Inc. Reorganization Action Royal Ventures is in a Chapter 11 (reorganization) proceeding in federal bankruptcy court. Whether or not Villa Granada had been deeded to Royal Ventures will be tried Doc.

1 in that court. In July, 1975, Mr. Santi filed for divorce. That action has not been withdrawn. The Utah probate code was amended by the last legislature.

Under the old code, affairs of a missing person were handled by a court appointed custodian, who essentially flew by the seat of his pants, comments Utah legislative general counsel Melvin Leslie. The new code more sharply defines the responsibilities and perogatives of the custodian, now called conservater. The Santi affair should give the code a real workout. They also include the Villa Granada Apartment at 87 W. 300 North. They are being put on sale by Mr. Santis court- appointed conservator. Salt Lake attorney Richard F.

Bo-janowski. A conservator, in essence, represents the Interest of the missing person. Under Utah law, conservatorship continues until the missing person shows up, or is presumed dead five years hence. The West Temple properties have been appraised by the conservator at more than $210,000, the Villa Granada, at $760,000. How tangled are Mr.
