The mall ill be on a 160-acre site at the northeast section of M5 at Hillfield Road and Gordon Avenue The joint venture residential area will take about 80 acres of the area The venture, structured on a 50-50 participation, is now doing market, absorption, engineering, land planning and design studies, said Prowswood executive vice president Robert Prowswood president Richard Prows said the venture will buy the residential sites (about 80 acres) from HOMECO And it will contract with Prowswood to build and market the lesidences Conceptually the mix will include rental apartments, homes and condominiums as well as office plazas, Mr Wood said The property embraces a natural lake that will be used to enhance the atmosphere, he said HOMCO principals are David Home, Layton Ott, Robert Mendenall and Paul Mendenhall The mall was designed by Holland and Pasker, Salt Lake City General contractor is Home Construction Co Salt Lake City.

But the fact that three actions have begun the FCC approval process indicates that Three delays have already been granted to allow interested parties enough time to respond Latest deadline is Nov 1, for com-ments and Dec. 1, for replies to those comments Even if the FCC does decide to allocate channel 13 to Salt Lake City (and the FCC is far from unanimous on the matter of granting another VHF license) it could take another two years or so for a prospective licensee to gain FCC approval to operate the station.

An application has been fded to dereserve channel 9 in Ogden which for many years has been reserved for educational use but has been A VHF license is considered more desirable than a UHF license Mr Pepin says its almost impossible to lose money with a VHF license but Springfield Broadcasting has expen enoe in the UHF area and Mr Pepin says market surveys show Salt Lake City to be ripe for another station Mr. Pepin said his firm believes the FCC consideration of another VHF license is very debatable and may take years to be resolved While all three actions now before the FCC are independent of each other, it's likely that approval of one would forestall the granting of another. the market is considered large enough to support a fourth commercial station In fact, one of tte actions was initiated by the FCC itself when it began a ride-making procedure that could result in VHF (channels 2-13 licenses for four cities, including Salt Lake City.
