Moreton, 78, 1022 12th East, a former Salt Lake County attorney, died of natural causes Thursday night in a Palo Alto, hospital. He graduated from the University of Utah Law School and Yale University Law School. In 1907 he was accepted into the Utah Mr. -Moreton State Bar Assn. He later became a member of the California Bar Assn.

He practiced law in Utah until 1961, when he retired to Palo Alto. He had served three terms as Salt Lake County attorney during the 1920s. He served as a first lieutenant in the 290th Aero Sq. during World War I. Two Residences Mr.

Moreton was a 32nd-Degree Mason and Shriner and a member of the Alta and University clubs. At the time of his death, he maintained residences in Salt Lake City and Palo Alto. Mr. Moreton was born in 1887 in Salt Lake City, a son of John Boys and Elizebeth Cooper Moreton. He married Ethel T.

Tyree Feb. 10, 1917, in San Antonio, Tex. Survivors Listed Survivors include his widow; a son and daughter, Dr. John Weston, Mrs. Susan Moreton Tevis, Atherton, six grandchildren; three brothers and a sister, Fred J.

Prior to any bidder's receiving plans and specifications, it will be necessary that the bidder have on file with the State Road Commission of Utah completed and approved, the required Prequalification Statement pertaining to contractor's experience and financial condition. The attention of bidders is directed to the Special Provisions covering subletting or assigning the contract.

tn conformity with Section 115 of Federal Aid Highway Act of 1956 the U.S. Department of Labor has certified the wage rates for this project which are the minimum wages to be paid on this prolect. These rates are made part of the contract documents. The attention of bidders is directed to the fact that this Commission has been advised by the Wage and Hour Division. U.S.

Department of Labor, that contractors engaged in highway construction work are required to meet the provisions of the Fair Labor Standards Act of 1938, (52 Stat. 1060).
