political career by avenging the loss he endured at Frank White's hands 728 days ago A loss would have consigned Clinton to the two-time loser oblivion that this year swallowed Democrats Joe Purcell and Jim Guy Tucker Clinton viewed the unofficial election figures cautiously and declined to claim victory Tuesday night but he also made the remarks of a victor such as calling for a smooth transition between the outgoing administration and the one coming in "If we have won I accept this verdict of my people with profound gratitude and deep humility" Clinton accompanied by his wife said Tuesday night to several hundred people at his headquarters within sight of the Capitol "I have been given something few people get in life a second chance" White conceded defeat marking the coming end of his career He said before the election that win or lose this was his last outing He was bidding to become the second two-term GOP governor of Arkansas since Reconstruction The last one was Winthrop Rockefeller who served in 1967-70 and lost a bid for a third term You have to go back to Reconstruction to find the next GOP governor of Arkansas Known as a friend of fundamentalists White had the tone of Ecclesiastes in his concession statement: "There's a time to win and a time to lose in this life My dream was to build the two-party system in Arkansas and I think I've done that" Ile said the Lord had chosen once to let him fulfill "the impossible dream" of becoming governor White ousted then-incumbent Clinton in 1980 after Clinton's 1978 victory made the former Rhodes scholar the second-youngest governor in Arkansas history at the age of 33 The victory Tuesday makes Clinton the first defeated governor to regain the office After a campaign during which both sides often barked harsh criticism at the opposition Clinton the Democrat had sympathetic words for the vanquished Republican and his supporters: "I certainly know how he feels because I've been there Ile fought us hard
