We get cussed out, called every dirty name in the book as if it's our fault that these people make long-distance calls they can't afford, or have more phones in the house than their budget can cover.

Why don't they understand that the phone company doesn't enjoy disconnecting their service? The crazy part is that most the people whose service is interrupted show up immediately and pay their bill. Why couldn't they have come down and paid a day earlier and saved a lot of unpleasantness? I have a friend who works for the gas and electric company and they have the same problem over there. Dear Ann: I bought my fiance two shirts for his birthday and embroidered his initials on the pocket. (The shirts are white for dress. The initials, dark blue.) L.A. mayor views four years By Michael Coakley Chicago Tribune Writer LOS ANGELES it has been nearly four years since Tom Bradley, the son of Texas sharecroppers, became the first black elected mayor of the nation's third largest city.

It was a bitter campaign, with the rightist incumbent, Sam Yorty, constantly raising the racial issue in an attempt to diffuse the broad coalition was building around Bradley's campaign. Bradley's landslide victory was attributed to his ability to keep that coalition intact, particulary the large Jewish vote on Los Angeles' sprawling west side. The 59-year-old mayor must run for re-election in April and again is counting on a diverse cross-section of voters to keep him in City Hall. Most neutral observers, impressed by Bradley's popularity ratings, which continue to hover at a phenomenal? 80 per cent, rate him as a lopsided favorite. Confounded Experts Because the black population is under 20 per cent, Bradley's rise to political eminence in Los Angeles confounded the experts, both in 1969, when he nearly upset Yorty in his first run for mayor, and again four years later, when he won with ease.

But once in office, Brdley devoted considerable energy to wooing the city's white middle-class, which had viewed him with suspicion so much so that leaders in the black ghetto of Watts have grumbled that the mayor occasionally tends to forget his origins. A track star in college, Bradley spent 20 years on the Los Angeles Police Department before retiring as a lieutanant to run for a City Council seat in 1963. He won, in a district barely one-third black, thus establishing his political knack of overcoming the color barrier. Los Angeles encompasses an enormous area extending nearly 50 miles from north of the San Fernando Valley to the tip of San Pedro Bay. Most of the city is not really city at all but a seemingly endless string of suburban communities with little affinity for downtown or its ornate City Hall.

Recognizing this sense of isolation, Bradley established branches of the mayor's office in the valley and in San Pedro. These offices have helped to blunt a major charge by Bradley's critics that he ignores the neighborhoods in favor of costly downtown redevelopment. Major Opponent The mayor's only major opponent in the nonpartisan April election is Alan Robbins, 33, a conservative state senator from the valley. He has accused Bradley of being the creature of downtown businessman who, he says, want millions of dollars spent on upgrading the area while ignoring the needs of outlying communities. A student from the predominantly white San Fernando Valley would have to travel roughly 20 miles, crossing the Santa Monica Mountains on the way, to reach the black and brown sections of south-central L.A. Bradley insists that he strongly opposes any "massive crosstown busing," and expresses confidence that the plan ultimately adopted will not cause widespread dissatisfaction.

The mayor appears concerned about the possibility of racial divisiveness in the campaign. "I've spent my whole public career trying to bring people together, trying to develop harmony," he says. Perennial Conflict This perennial conflict between downtown and the neighborhoods more pronounced in Los Angeles than in any other major U.S. city has complicated another issue, the question of a masstransit system to serve at least parts of the metropolitan area. There now is virtually no rapid-rail transit for the 7 million inhabitants of Southern California. The busy system, in those areas, where it exists at all, is woefully inadequate. In his 1973 campaign, Bradley pledged to change all that if elected.

But four years later, a genuine mass-transit system seems further away than ever. The mayor's aides are quick to point out justifiably that the voters last year rejected a bond issue that would have financed a pilot rapid-rail system. Bradley himself believes his city will be able to make significant progress on transportation and other urban problems now that there is a Democratic administration in Washington.
