took large a part Saturday in the opening of the Boston air port have flown within a year a total of 20Gl25 miles without the loss of a single life This represents a total flying time of 3 755 hours The record is all the more remarkable in view of the fact that the naval aviators have been flying old reconditioned planes most of them built during or just after the World War Naval officers said here today that while the disaster to seven destroyers on the Pacific coast may not be attributable to the fact it is nevertheless true that the navy Is under-manned and has been going on -too short rations" in personnel ever since the reorganization which followed the war Congressional support has been cut away from the navy in the waNne of economy in military expenditures The navy today is ethin like 34000 ITV2 11 short of the necessary personnel to man the fleet awarded to the United States under the treaties of the 'Washington arms conference The heads of the navy have shown that 120000 men are needed for this purpose Congress has allowed by SG000 A "small' but efficient navy has been the cry of the politicians on the stump and in the halls of congress The navy has been made small beyond a doubt but the means of maintaining its efficiency have been denied Extensive drills and maneuvers last winter were abandoned in order that the navy might save up enough fuel to permit of the desired drills and maneuvers the coming fall and winter in Southern waters In other words congress has provided in two years the money for fuel required in one year for the proper training of men and the Skilled handling of ships The Washington arms conference supposedly put the United States navy on a par with that of Great Britain each of these two nations having a ratio of 5-5-3 for
