Rites WARREN Ark Jan 3 (UP)--A tremendous tornado whirled out of northwest Louisiana into southeast Arkansas Monday killing 45 persons most of them in this bustling lumber town Warren's chief of police Lyon said there were ST known dead in this wrecked town (The death toll may be higher El Frazer of Pine Bluff a partner in a Warren funeral home 3aid 40 bodies had been recovered) Elsewhere in of office Monday noon as Utah's ninth governor since statehood He promised that for "the next four years I shall dedicate my life to s-ervice of the people of Utah" and asked for nonpartisan support In giving "a clean efficient adMinistra tion" "May I remind you?" he asked 'that although I am your governor this is your government" 4000 Witness Rites It is estimated that nearly 4000 persons crowded the rotunda of the capitol to witness administration of oaths of office to the new governor and to other state officials: Justice Eugene Pratt as chief justice of the supreme court Roger I McDonough reelected justice of the court Heber 7i3ennion Jr secretary of state Reese Reese state auditor Ferrell Adams state treasurer Clinton Vernon attorney general and Dr Allen Bateman state superintendent of public instruction The ceremonies took place according to custom in front of the supreme court room at the east of the building and were in charge of Brig Gen Wallace West adjutant general of the Utah national guard The building was decorated appropriately with flags and bunting and national guardsmen stood at attention holding the colors of the various units WASHINGTON Jan 3 Pres Harry Truman won a big victory on the first day of the 81st congress when the house smashed Monday the power of its rules committee to block the "Truman deal" A 275 to 142 vote curbed the authority of this "traffic cop" committee which historically has determined which bills shall go to the house for a vote and which shall languish in pigeonholes The effect of the vote was to remove a big potential obstacle to the Truman program of social and labor legislation In the house Republican leaders sought in vain to build a Republi can-Democrat coalition big enough to block the change in the rules committee's powers Some Democrats notably from the south did line up against the change but some Republicans voted for it 223 Democrats The net result was that 223 Democrats 49 Republicans and one American-Laborite favored the change Against it were 111 Republicans and 31 Democrats Up to now the rules committee could sit on a bill and the only way to pry it loose was a cumbersome procedure involving the signatures of 218 members of the house a majority of the whole chamber The new rule provides that if the committee fails to act on a measure within 21 calendar days a Haynesville La An unidentified Negro was a victim of the storm at Midway La not far from Haynesville Almost on a straight line from Haynesville on the Louisiana-Arkansas border the twister roared northeastward for approximately 100 miles leveling timber and residences and ripping down communication lines A late Red Cross report said it extended as far northeast into Arkansas as Dumas 45 miles ideas of the White House But the administration was not so sure about the membership of the rules committee Due to seniority southerners are expected to be powerful on that committee and in coalition expansion program to increase greatly the sulphuric acid capacity of the Garfield Chemical Co plant was announced Monday by O'Connor president The undertaking will have as a second objective the elimination of further trouble from smelter smoke he said The construction program expected to be completed in two years will involve an addition to the present acid plant installation of a cottrell treater and a flue Fumes from the smelting plant will pass through the cottrell unit an electric precipitator which removes solids The remaining gas will contain about 5 sulphur dioxide In the treating plant the sul ground level sufficient to cause any annoyance Turning to a discussion of the industrial importance of sulphuric acid Mr O'Connor pointed out that steel plants oil refineries sugar factories and fertilizer manufacturing plants are heavy users of the acid The former Ka 'unite plant at Salt Lake City now owned by Simplot Idaho industrialist is expected to be an important consumer of acid produced by the new unit "It is estimated that 60t--c of the phosphate rock in the United States is contained in the deposits of Idaho Montana Wyoming and Utah" Mr O'Connor said "Much of the acid from the new plant can be used in connection with such rock in the manufacture of fertilizer" Sulphuric acid he said is one of the most essential materials needed in a well integrated industrial development WASHINGTON Jan 3 (21')-- The supreme court ruled Monday that states can outlaw the closed shop Organized labor attorneys interpreted the decision as upholding state bans on other types of "union security" also The court upheld rulings by three states which ban discrimination in employment against any worker because he is not a member of a union Thirteen other states have adopted somewhat similar restrictions some by constitutional amendment and others by act of the legislature Arguments in the case were devoted primarily to the closed shop practice under which a man cannot be hired unless he belongs to a union Union Spokesmen Attorneys for the American Federation of Labor and Congress of Industrial Organization said however they believe the state enactments which were upheld also prohibit the so called union shop and "maintenance of membership" Directly at issue were an act passed by the North Carolina legislature in 1947 and amendments to the constitutions of Nebraska and Arizona adopted in 1946 The North Carolina act makes illegal any agreement under which union membership is made a condition of employment or continuation of employment" Union attorneys said this phrase outlaws in addition to the closed shop these forms of union phur dioxide will be heated and with the aid of a catalytic agent changed to sulphur trioxide Water then will be introduced to transform the sulphur trioxide into sulphuric acid The present plant already is producing 200 tons of acid daily Production schedules for the new plant have not been announced Study Acid Market Marketing of the acid a basic item in many industrial processes is expected to be arranged without difficulty Mr O'Connor in addition to holding the presidency of Garfield Chemical is general manager of the Utah department American Smelting and Refining Co The smelting firm and Kennecott Copper Corp are equal owners of Garfield Chemical The smelter is located one-fourth mile west of Garfield Installation of the new facilities will start as soon as engineering details have been finished Mr O'Connor said When the project is completed any sulphur gases which cannot be converted into acid will be discharged at high temperatures from the taller stacks in the canyon behind the smelter and thereby assure the most favorable dispersion" he said Will Abandon Stack The old 350-ft converter stack which has been a principal cause of complaint will be abandoned It has been discovered he said that if smelter smoke is discharged at high temperatures from high stacks such a favorable
