in i 1 'W BERRY IS FORMING WAGES HOURS BILL NASHVILLE Oct 28 (Jp) By a vote of 54 to 33 the house passed the administrations registration purge bill today Before final action an amendment was adopted limiting the expenditure to $100000 in any one year This was sponsored by Rep Andrew Tanner (Davidson) The bill now goes back to the senate for action on the amendment Tanner explaining his amendment said if you let this bill pass as blanket authority for the expenditure of all money in the general fund it will be unconstitutional This amendment makes it constitutional Following the roll call Rep Charles Brown (Shelby) read the same explanation of the Shelby delegations negative vote as was entered on the senate journal yesterday by the countys delegation there The house however ordered the explanation expunged from the journal after Rep Hugh Gouche-nour (Greene) had objected to all the statements in there 'about Browning dipping his hands into the treasury for his own personal benefit The roll call showed 49 to expunge 17 to etain the explanation and 10 present but not voting Brown then moved on behalf of the Shelby delegation that its protest against passage of the county-unit law be recorded against the purge bill The protest had contended that eight representatives were not eligible to membership by virtue of bolding other state positions Rep McKinney (Cheatham) the administration floor leader did not object to the protest being recorded but he moved nevertheless that the house affirmatively declare the questioned members eligible and voting members of the house Ellen Jones will form the issue to be decided by Chancellor George McCanless when the case is called for trial immediately after the noon recess here today Judge McCanless sitting in chancery in Tennessee Kentucky and In diana Ernest Rice president of the Federal Land Bank of Louisville told the administration loans for the first nine months totaled $6- 500000 and repayments on previous loans totaled $13667000 in the same period He said the re payment figure included $5000000 in fully paid loans Can Be Deferred Although payments may be deferred on the principal until next July in most instances Rice said farmers in the district paid $2500-000 on regular installment maturities and another $2500000 in advance on loan principal On commissioner loans Rice said the principal maturing WASHINGTON Oct 28 (JP) The Federal Reserve Board apparently seeking to stem the tide of stock market selling has issued regulations which in effect will make it easier to biiy securities than to sell them The new rules effective Monday will cut from 55 to 40 per cent the amount of cash which traders must put up for the purchase of stocks and will require a 50 per cent margin on short sales This readjustment of credit controls over the market is expected by Washington officials to encourage buying and erect a barrier against short selling In practice the buyer of a $100 share of stock will have to put up only $40 in cash If he wants to sell the same security short he will have to hand over $50 in cash Now Ruling The new requirement on short selling is the first ever imposed by the board The only rule heretofore has been one by the stock exchange requiring a 10-point margin The board regulation was drafted in cooperation with the Securities Commission after reserve system legal experts reported it would not transcend authority granted under the federal reserve law Initial reaction in Wall Street was uniformly favorable to the cut in margins on the buying side but the requirements on short sales came as a surprise to some traders The consensus appeared to be that the reserve boards dual action would do much to restore confidence In a market where $25000-000000 in nine months of 1937 a nine per cent increase over the total for the same period last year Despite the increase the council noted "several favorable aspects of the traffic situation September was the second month in which no increase over 1936 was registered The total for the month 3550 represented a 10 per cent drop from August For the first time this year the increase in deaths for 1937 was less than the 10 per cent increase (ration to appear before the House and explain why old-age assistance has reached but a small portion of the persons thereto" Wei tare commissioner George Cate and budget
