he torn down 'SALT LAKE CITY (AP) A proposal to increase the county option sales tax to benefit outlying areas instead of urban centers of population has surfaced in the Utah House of Representatives An attempt to substitute tire measure for a bill introduced earlier in the session was expected today when the sales tax issue came up for House debate Rep Allan Mecham R-Salt Lake introduced a proposed half-cent increase in the county option sales tax earlier in the session bill is designed to help the large cities principally Salt Lake City It would permit county commissioners to levy the additional tax without a voter referendum and the receipts would be distributed to the communities in which they were collected PER CAPITA The substitute offered by a group of rural legislators called for a referendum and provided for any revenue to be distributed on a per-capita basis Such a distribution formula would benefit rural areas and suburbs at the expense of the larger cities where most
