Reserves Bill Loses SACRAMENTO (UPD- A bffl opponents said "would ruin the armed forces reserve programs in California" was refused Tuesday in the Assembly Government Organization Committee. The bill, authored by Assemblyman Glenn E. Coolidge (R-Felton), would have limited temporary military leaves for any public ploye to 30 rather than 120 calendar days a year.

Two Women Rest, After 700 Mile Walk SONOMA Two San Francisco women rested today after completing a 700-mile walk north from San Diego to visit 21 historic missions along the path of the padres. The walkers were Mrs. Kay Hammond, 33, free-lance advertising copywriter, and her mother, Mrs. Kathe Specker, 58.

They began their hike April and arrived here Tuesday. They said they made the trip because they "like to walk" and "have ways been interested in California history." Their main problem, they said, was modern freeways, which caused them to make long de- lours. Son Francisco Abandoned As Summit Meeting Site GENEVA (UPD The West era Allies have abandoned San Francisco as the site for a summit conference in favor of Vienna, it was reported today. The Western powers have just about made up their minds to holding a heads-of-state parley in Vienna, probably in the first 10 days of September, reliable conference sources said. Russia is expected to go along with the choice.

A final decision will not be made until the end of the present Geneva foreign ministers' conference. The San Francisco-for-the-summit boom reached its peak about three weeks ago. Nikita Khrushchev was known to want to visit the United States. New York was ruled out on grounds of security difficulties. The Soviets had indicated they did not object to Francisco.

But the French and Western Germans raised strong objections centering mainly on the difficulty of summit press coverage faced by European newspapers in San Francisco. General Charles de Gaulle announced flatly that if a top level meeting were held on the American West Coast, it would be attended by Premier Michel Debre rather than himself. That apparently killed the idea. Geneva, with its ample hotel and communications facilities, al-i so has been considered seriously as a site. The planes, an F8U Crusader and an FJ4B Fury, crashed within 33 minutes of each other while returning to their home base at El Toro Marine Air Station.

Nevils said ground parties were en route to the crash scenes in the Sana Ana Mountains, a coastal range mid way between Los Angeles and the Mexico border. Episcopal Bishop Blasts Bans On Birth Control SAN FRANCISCO (UPD -State laws which prohibit birth control are violations of freedom of religion as guaranteed by the U. S. Constitution, a leader of the Epis -i copal Churcli said Tuesday.

The Rt. Rev. James A. Pike, bishop of the California Diocese and a member of the California Bar, spoke at a meeting of the Planned Parenthood Federation of America at the National Conference of Social Welfare. He noted that the Lambeth Con ference of the Protestant Episcopal Church last summer made responsible parenthood planning a teligious obligation.

Therefore. Pike said, laws and policies which prevent public and welfare agencies from furnishing contraceptive services violate constitutional rights. "If a couple conscientiously decides under God that they SHOULD be having a child." he said, "then their positive duty (o have one any method of birth prevention would be wrong "If a couple decides under God that they SHOULD NOT, at a given time, have a child, then it is (heir positive duty not to have child to use the most effective scientific means to prevent childbirth and at the same time maintain the sacramental sexuai union of the couple." Maurice Cardinal Feltin, archbishop of Paris, and Pastor Marc Boegner, president of the French Protestant Federa tion, signed the appeal.

Senate GOP To Put Heat On For Civil Rights Vote WASHINGTON (UPD Senate Republicans plan to start putting the heat on the Democratic leadership for an early vote on civil rights legislation. The idea was suggested by Sen. Jacob K. Javits at a GOP Policy Committee meeting Tuesday. It quickly was endorsed Dy other civil rights proponents.

Republican Leader Everett M. Dirksen (111.) told newsmen after the meeting he expected a "pretty concerted effort" in behalf of a strong civil rights bill would get under way next week. I would like to see a civil rights bill as early as possible, and I'd like to see it done in this session." Dirksen said. If it goes over to the election year it does not minimize your difficulty or make the task easier." Other sources said, however, that the campaign probably would not get under way fully until after the Senate acts on the controver- ial nomination of Lewis Strauss to be secretary of commerce. They said Republican senators did not want to do anything that might further delay Senate action on this long-pending appointment.

Javits and others felt that the FBI withdrawl from the Poplarville. lynch case gave them a pood selling point on which to base their campaign for prompt civil rights action. Javits introduced amendments Tuesday to write a federal anti- lynching provision into civil rights hills sponsored by the administration and by Senate Democratic Leader Lyndon B. Johnson He also reminded the Senate that Johnson was the chief architect of a Senate rules change adopted earlier this year which will make it somewhat harder for Southerners to fillibuster against civil rights legislation. Advocates of a strong bill obviously hoped to capitalize on Johnson's role as a compromiser in the rules fight and as a sponsor of a moderate civil rights proposal.

Super-Bomarc On First Test Flight CAPE CANAVERAL, Fla. (UPD first Super-Bomarc interceptor missile arched across the sky today to begin a short-range test flight. The new missile, designed to kill enemy bombers at ranges as great as 400 miles, was not aimed at any target on its maiden flight. An Air Force spokesman said the weapon was supposed to travel slightly over 100 miles in a test of its propulsion, control and guidance systems. The weapon is caDable of carrying a hydrogen warhead.

Its range is almost double that of the early model Bomarc. The Super-Bomarc launching came two hours and 16 minutes after the return of a Snark intercontinental missile that was sup- nosed to have made a 5.000-mile flight. The Snark was the third combat version of the ocean-hopping weapon. The intercontinental weapon was the last fired by tbe 556th Strategic Missile Squadron before the unit deploys to its operational launching site at Presque Me, Maine. The Air Force declined comment on the thwarted mission to Ascension Island.
