have expressed an interest in the post Bode will vacate Other attorneys profess to be awaiting developments or are testing the political waters before jumping in Acting Gov Martin Schreiber will fill the vacancy by appointment though that action is probably some months off And that act may have political implications for Schreiber who will face opposition within his own Democratic Party in his bid for election as governor in November appointee will serve as judge at least through the end of 1979 A special election to elect a judge to complete term which runs through 1983 will be held here next April The winner of that election will take office Jan 1 1980 From a practical political standpoint the appointed judge may have an advantage over other candidates in the election next spring since he will be able to run as an incumbent But there have been exceptions to the rule of thumb that a sitting judge usually wins an election Confusing the situation even further is the fact that no one now can be sure what sort of judicial system Wisconsin will have in future years A sweeping court reorganization proposal is now awaiting action by the Legislature Lawmakers are expected to consider this pending bill in a special session in May or June If it passes all trial courts would become Circuit Courts There would be no County Courts All judges would have the same duties responsibilities and pay County Judge Burton Scott said that if the bill passes and Wisconsin gets a new one-level trial court system he would not seek appointment to the judicial vacancy be no sense to that be a Circuit judge under the new present six-year term as County Court judge expires at the end of 1979 so regardless of his decision he faces an election next Spring However Scott added if the reorganization attempt fails and the present two-level County Court-Circuit Court system remains definitely would seek the Circuit Court appointment and whether appointed or not would run in the 1979 Coutv fed tfohn
