He was born Oct. 22, 1928, in Paris to Elton Jack and Myrtle Carrie Lister Burns. He married Jean Baxley Oct. 7, 1978, in Paris. He was a graduate of Paris High School and Paris Junior College and attended the University of Texas at Austin.

He graduated from East Texas State University in 1954 with a B.B.A. degree and obtained his master's degree in 1955. He retired from the Veteran's Administration Hospital System, having served as chief accountant and financial manager. of V.A. hospitals.
