He advocates new legislation to jorrect this. Silver market manipulation, he suggested, can begin with such a simple matter as reporting the visible supply of silver by the Commodity Exchange in New York. "The public assumes that Comex is responsible for the accuracy of figures disclosing the total amount of silver on deposit in Comex-approved warehouses, verifying the fig The Comex, although it receives the breakdown of silver from each of five depositories, does not divulge the detailed figures to the public.

Only one lump sum for the alleged total is disclosed. Beyond correcting this, Stahl said a measure should be introduced in silver futures trading to prohibit short sales unless on an uptick.
