Cobb Wants to Give Them Intiividual Care in Waco Schools; He Plans New Junior High Special classes for exceptional children, those particularly bright and those especially dull, may be established In Waco If Superintendent B. B. Cobb puts into practice what he has been studying this summer at the University of Texas. A course In the study of such children has him interested and he plans some day to promote such work In Waco schools. He believes Individual Instruction in both groups of pupils is advKsable.

Poor Home Life Is Blamed In studying delinquent children, Superintendent Cobb learned that at present, they are often the victims not 80 often of poverty but of unfortunate home conditions, such as constant quarreling, nagging, separations and neglect.
