6 THE NEWS-TRIBUNE GUARANTEES MORE PAID CITY CARRIER CIRCULATION THAN ANY OTHER WACO NEWSPAPER THURSDAY, SEPTEMBER 8, 1 School Grouping Has Thorny Side Legal Guidance and Legislative Support of McLennan County Consolidation Plans Are Weak That all not so good with the efforts of those county officials In authority to effect a workable consolidation of McLennan county school districts outside the city of Waco became known yesterday. Although no official would he quoted, the sum substance of the situation appears to lie In the fact that though both County Superintendent L. A. Wood and County Attorney Dick Holt are doing their utmost to bring about an amicable adjustment of the matter to the satisfaction of all parties concerned, they do not at present seem to have the support of legal guidance or legislative enactment to bring their efforts to a conclusion. That Superintendent Wood is being absolutely fair in the controversies arising over the attempt at effecting a consolidation program In the county seems the unanimous opinion of county official circles.

Equally true, it appears. In the statement of another county official who refused his name for publication, that when it comes to getting the proper guidance from eith the state office or the attorney general same is not forthcoming and yet through no reason of Inefficiency on the part of those departments.
