Ifriirinir Hu injunction bid denied Safety Building But he said there were no meetings until March 25 when the association was informed that the county intended to subcontract the dispatching jobs to the Joint Services Board which It considers an independent agency "The county fooled us" Caviale charged Maloney said the county disagreed substantially with the association's view of the facts and urged the court to let WERC sort them out He argued against the injunction saying WERC had the power to "make whole" the situation even if it sides with the deputies' association in the dispute Attorney Walter Stern also representing the deputies argued that the WERC might take six months to a year to reach a decision too little too Stern said He urged Ahlgrlmm to "keep the status quo pending the WERC The judge however ruled that there would not be irreparable damage In the absence of an Injunction to enter into negotiations concerning the staffing of the Public Safety building A hearing on that complaint is scheduled by the WERC for May 19 Judge Ahlgrlmm Indicated that in cases where the court and a state agency such as WERC have concurrent jurisdiction the agency should be given priority unless a situation is unique that the court should invoke its Ahlgrlmm said that the WERC should have the opportunity to use its "techniques and tow solve the dispute before the coiirr association- had tried to negotiate the issue but the county refused to talk about it The deputies have beep without a contract since Dec 31 1980 Prolonged negotiations in 1981 led to arbitration No decision has been handed down by an arbitrator Whatever the result that contract was only for one year and expired Dec 31 1981 Caviale said that the association repeatedly tried to negotiate a 1982 contract In which it expected the county to address the matter of personnel staffing of the Public Stanley Stoxen Stanley (Ted) Stoxen 79 Bassett Wis died Monday morning at Burlington Memorial Hospital The son of the late Mr and Mrs August (Anna Cook) Stoxen he was born on April 21 1903 in Pukwana SD He graduated from Wilmot High School in 1922 In 1924 he became affiliated with the Bassett Hardware Store and later owned and operated the firm until his retirement in 1974 He was a licensed plumber A longtime resident of the area he served as clerk of the Town of Randall from 1935 until 1941 He was elected treasurer of the Wilmot High School Board in 1950 and was recently re-elected He was postmaster at Bassett during 1972 and 1973 On March 18 1927 in Silver Lake he married Carolyn Fernald She died in 1972 He was a member of Calvary Congregational United Church of Christ Surviving are a foster daughter Mrs Rich (Laurel) Rego of Bassett two brothers Preston and Lloyd both of Wilmot five sisters Mrs Laura Williams Alhambra Calif Mrs Margaret Dix Town of Salem Mrs John (Hazel) An-driesen Galesvlile Wis Mrs Helen Thomas Harvard 111 and Mrs Ruth Allen Zion 111 and a foster granddaughter He was preceded in death by five brothers and four sisters By DON JENSEN Staff Writer Racine Circuit Judge John Ahl-grimm Monday afternoon refused to issue an injunction that would have prevented the hiring of civilian employees to work in the new Public Safety Building The request for the temporary injunction was filed Friday by the Kenosha County Deputy Association against Kenosha County the Joint Services Board and 16 county and city officials Judge Ahl-grimm heard the request after local judges excused themselves from the case The association contended that deputies and the public would suffer irreparable harm if dispatching communications record keeping and counter duties were handled by civilian employees rather than sworn law enforcement officers In a separate action the association several weeks ago filed a prohibited labor practices complaint with the Wisconsin Em- ployment Relations Commission contending that the county refused The following calls were answered Assembly seat Kenosha News Tuesday May 4 1982 Phillip Dunek Phillip Dunek 72 Paddock Lake died Sunday at Kenosha Memorial Hospital Dunek was a 10-year veteran of the Paddock Lake Village Board serving as village president from 1973 to 1975 and as a village trustee for eight years He was instrumental in the Installation of the village sewer system He was chairman of the village sewer cbmmittee during his last term of office which ended in April and directs a major overhaul of the village sewer system Dunek also served as a Paddock Lake chief of police He was bom on July 30 1909 in Michigan City Ind A resident of Chicago for many years he moved to Paddock Lake in 1950 On April 22 1933 in Chicago he married Agnes Mizerk A mechanic by trade he was formerly employed by Lakeshore Motors in Kenosha and was a member of the United Auto Workers' union He was a member of St Francis Xavier Catholic Church in the Town of Brighton Surviving are his wife two sons Dennis of Sparta Wls and Bruce of Rothschild Wls two daughters Phyllis Poulsen Paddock Lake and Mrs Robert (Elaine) Volk Waukegan two brothers John Flint Mich and Clem Chicago a sister Lillian Dickson Chicago and 12 grandchildren
