Spalding as health officer of the city will expire this evening but the board of health will not take any steps to name a new commissioner of public health until after the new board is organized Dr Windesheim chairman of the board stated this morning that he had not called a meeting of the board but that one would be called later in the week with a view of having all of the business now pending transferred to the new board Mayor Dan Head will make the appointment of the board at the meeting of the council on next Monday evening and the coming of new members to the board is not expected to in any way interfere with the plans of the present board and all of them will be carried out The board has asked Dr Spalding to continue his work until such a time as a comhiissioner of health is named and he will undoubtedly accede to the wishes of the board Dr Spalding has announced that he is not and will not be a candidate for the office of commissioner of public health Two formal applications have been received by the board of health and one physician has made a verbal application The men who hqve applied are being closely looked up and the members of the health board believe that one of them will be avaable for the position It is thought that a commissioner will be employed at a salary of about $2400 a year but formal action in the matter will be laid over until after the meeting of the new board The board of health has put its unqualified sanction on the work that is being done by Nuisance Inspector Barber and Chairman Windesheim in speaking of the matter this morning said: Barber is giving the city a real cleaning up and the board of health is sanctioning liis work just as far as it is possible for us to take action In hiscleanup trips Mr Barber has gone at the matter in the right way and he ip' enforcing the rules of the board regardless of personalities He has ordered some of the best known people of the city to clean up and has even aimed at public officials and forced them to meet the demands of the health board As a Result of the work of Mr Barber the alleys and back lots in Kenosha are being kept in better condition than ever known in the history of the city and it is certain that this work will result in a more healthful condition of the city during the coming summer As lias been expected there has been a lot of objections to some of the demands made by the nuisance inspector but investigations show that these demands were wholly in keeping with good sense and with the orders of the board of health Mr Barber is to be kept at this work for an indefinite time and he is expected to cover every portion of the city in his work MAKE GENERAL INSPECTION Niels Haugen chairman of the state tax commission will address the residents of Kenosha in the common council chamber this evening at 8:00 on the subject of General The address should be one of interest to all as the taxation question is a most important one and since the taxation laws were amended the question does not appear to be clearly understood Mr Haugen has been a member of the state tax commission since that body was organized and is believed to be better posted on the taxation laws than any other man in the state This morning assessors from all assessment districts of the county and city gathered at tihe court house to meet Mr Haugen and Joseph Dalton the income tax assessor of Kenosha county Mr Dalton called the assessors into the circuit court room and read to them the changes in the state taxation laws and these changes were discussed by the assessors The changes in the laws will require the assessors to devote much more time to the duties "of the office than ever before and they will also be required to use special blanks in their assessment rolls the blanks having been prepared by the state tax commission Chairman Hangen spoke at length to the assessors making plain the policy of the state tax commission in its effort to secure more equitable taxation in the state He explained many knotty problems of the tax laws which have bothered the assessors in the past The chairman of the state commission paid a high compliment to the assessors of the county in that he declared that the commission had regarded Kenosha county as one of the best assessed counties in the state He £ave quite a little time to the discussion of the income tax and this matter will be taken up as a feature of his talk with the citizens at the city hall this evening The instructions to the assessors this year do not vary a great deal from those in former years and as in the past Supervisor of Assessments Dalton will seek to have the property in Kenosha county assessed as near the repl value as possible The assessor is in close touch with the city assessors in the revaluation of the property of the city and the card system which is now in use was suggested by the supervisor after he had seen it successfully used by the state commis sion in other cities of the state It is expected that the assessment this year will show a large increase over the former years and that at the end of the work of the assessors Kenosha will be one of the best assessed cities in the state In making the new assessment it has not been the idea of the common council to increase values of all property but to make the assessment of the property of the city more equitable than in the past The work that has been done by the assessors so far indicates that the new- valuation will result in many of" the glaring errors of former valuations being removed The work of assessing the property in the county has been delayed a little on account of the lateness of the receipt of the blanks but all the assessors will begin work in earnest following the meeting today and the re turns will all be in at the usual time Man Accused of Stealing Four Horses at Waukegan Thought to BeJSear Police officers on motor cycles and in automobiles patrolling the roads between Waukegan and Kenosha today in an effort to capture a man wanted at Waukegan on charges of horse stealing The man is alleged to have stolen four horses at Waukegan early this morning but later two of- the horses were recovered Sheriff Green of Lake county notified the local police department at five this morning that the thief was supposed to be on his way to Kenosha with two of the stolen animals It is thought that the thief was a man who had formerly been confined at the Waukegan jail on charges of horse stealing He was released a short time ago on account of the fact that the officials believed that he was demented No trace of the man or the stolen horses had been found in Kenosha up to a late hour this afternoon In keeping with the provisions of the state law and the ordinances of the city Mayor Dan Head this morning made his appointments of a member of the board of fire and police commissioners and named five new members of the board of health The appointments are all made sub- ject to the confirmation of the common council and the council will act on the appointments at the meeting to be held on next Monday evening Henry Robinson is named as a member of the police and fire commission to succeed John English for a full term of five years Mr English recently filed his resignation with the inayoT and with the secretary of the commission and at that time declared that he would prefer to be released from further service on the boardf The appointments to the bodfcd of health are as follows: For a term of one year Dr George Ripley For a term of two years Michael Isermann For a term of three years Charles Pfennig For a term of four years Jerry DeCou For a term of five years Dr Windesheim The new members of the board will begin -their duties pust as soon as the re-appointments have been- confirmed by the common council and it is probable that the board will be reorganized soon after the meeting on Monday evening It is expected that the ap pointments made by Mayor Head will meet with general satisfaction with the people of the city Henry Robinson who is named as member of the board of fire and police commissioners is president of the Merchants and Savings Bank and was born and raised in Kenosha He has taken a deep interest in the affairs of the city and has been especially interested in the development of a strong police and fire department The commission undej the new organization will be composed of President Simmons Secretary John Priddis and Commissioners Joseph Banyzynski John Bruns and Henry Robinson The last named comtois-sioner is a Democrat in politics In making his appointments to the board of health Mayor Head has been in close touch with the members of the Kenosha County Medical Society and with other men who have taken an active interest in the advancement of the public health Boerner who had been named as a member of the commission and who was slated to be left on the board by Mayor Head asked to be relieved of the work as he felt he did not have time to give to the work Dr Windesheim who is named for the five year term is the present chairman of the board of health and Jerry DeCou for the four term was one of safeguarding the public health Isermann is ouo of the best known of the Main street business men Dr C-B Ripley is at present a manlier of the state board of medical examiners and is recognized as one of the best known of bis school of medicine in Wisconsin In keeping with the ordi-ance of Dr Windesheim and Mr Iser-niann are Democratic members of the board DeCou and Charles Pfennig the Republicans and Dr Ripley is appointed as an Independent from a political standpoint The fight to ascertain the competency or inconipetency of Pasquale Marchesi charged with the murder of his wife and cousin is still occupying the attention of Judge Taylor and a jury in the county court and it is expected that the question will be submitted to the jury late this afternoon or some time on Wednesday The attorneys for Marchesi are makiry a hard fight to have their client declared insane by thp jury and the investigating is resolving itself into a battle of experts on nervous diseases The state is relying on the testimony of Dr George Adams and Dr George Thompson to establish the fact that Marchesi is insane and that he should be eonfinded in an asylum? The defense thave made a bitter attack on the testimony of these experts and have called in other physicians to examine the Italian with a view of combatting the testimony of the state Sheriff Stahl and Turnkey Nicholas Fonk of the county jail were the first witnesses called by the state and they testified to the fact that Marchesi had been taken with frequent attacks of epilepsy during the time that he had been confined in the county jail Dr Adams testified to his examination of Marchesi and declared that ho was suffering from Marchesi was a dangerous man to be at large anUhe declared that he should be laken care of in some state institution Dr George Thompson followed Dr Adams Dr Thompson has had charge of the treatment of Marchesi since he has been confined in the county jail and his evidence was along the same lines as that of Dr Adams He gave it as his opinion that Marchesi was not mentally competent This closed the case so far as the state was concerned The Rev August Bandizzohe was called as the first witness for the defense He stated that Marchesi had been a member of his church for years and had been a regular attendant at church services and had been active in the work of the societies allied with the church He" declared that in his opinion the mail was sane He told however of the fact that Marcheqi had at one time slipped away from Kenosha and had gone to South America where hd spent several months and he could assign no cause for this trip Many of the Italians of the city who had been personal friends of Marchesi and who had worked with him in the various factories of the city were put on by the defense this morning and all of these men testified that in their opinion Marchesi was sane Most of them Spoke of his relations with the various organizations and showed the deep interest he had tqjten in these organizations This testimony gave Marchesi a good charaeternd the fact was emphasized that he was not in any way a drinking man or given to any kind of dissipation Dr Andre and Dr Windesheim were called to the court room this morning and after they had made a careful study of Marchesi and had examined into the history of the lite of the man they wore put on the stand as experts to testify for the defense Dr McCracken was the ffst of the physicians called by the defense am! he declared that he had treated Marchesi ank had a chance to study his condition He stated that he regarded the as sane and that ii anything he was suffering from hysteria Dr Andre made a positive statement that he regarded Marchesi as sane and declared that all the conditions which had been shown were in his opinion the result of hysteria caused by excitement and worry over the approaching trial Dr Windesheim the last of the physicians
