Jabelowski were arrested near Bain station just after three this morning by detectives from the force of the Chicago and Northwestern railway company and they are now in the county jail held on eharges of stealing wire from the company The detectives had been on the watch nearly all night and just before daybreak they found the two Chicago men waiting for the freight train When the detectives found the men they had some fifty pounds of copper wire wrapped up in paper A telephone call was sent to the Kenosha police department and two officers went out with a patrol wagon and brought the men in They refused to make any statement The detectives declare that more than ten miles of coppbr wire has been stolen within the past few days and on acocunt of the big loss to the company a regular patrol of the tracks has been established in an effort to capture the wire thieves It is thought that most of the wire was taken to Chicago and sold The two men will be arraigned in the Municipal Court this afternoon FORPOBLIC IMPROVEMENTS EXPECT ORDER IN TWO WEEKS Chairman of Finance Committee Talks to College of Commerce Students Yesterday morning Conrad Shearer chairman of the finance comittee of the city council delivered a notable address for the teachers and pupils of the College of Commerce Mr Shearer was formerly a student and a member of the faculty so his eoming was a particular delight to the school The subject of Mr address was City and besides giving a volume of excellent information he showed the real spirit of a good citizen in urging upon educated boys and girls an interest and a part in everything that goes to make up the activity of their several communities He declared that the boys and girls from the country should be just as much interested in city government as its own people because it is still their city and the prob ability is that they would sooner or later be residents of that or some other city and consequently should know of its workings He expressed a firm belief that commision form of government would be best for Kenosha but contended that so long as we are under the present form we should make it just as good thorough and efficient as it is possible to make it The school was a unit in agreeing that could three commissioners be appointed who would have the interest and ability of the speaker commission government would indeed be an Hard Working Man Could Not Stand Ignominy of Being a Pauper and Eluding Men at the Farm Went Over Into Wroods and Committed Suicide Attorneys Representing Many of the Creditors -Seeks to Have Court Overrule Decision of the Referee in Bankruptcy Knoblock Decision Soon Many Defendants Out on Parole and Effort Will be Made to Dispose of All the Cases Many Civil Cases Slated for Trial During the Term Men Who Work at Day Labor See a Chance for Employment in Activities of the City to Secure Construction of Pavements and Sewers Former Commissioner Now in Private Practice May be Called to Assist the City Attorney in Looking After the Interests of People of the City THE CRUCIFIXION Officials of the city are being urged to retain former Railroad Commissioner David Harlowe of Milwaukee to act with City Attorney John Slater in representing the city in the matter of elevation of the tracks of the Chicago and North-Western Railway Company through Kenosha Rumblings from Madison indicate that the tentative order of the commission providing for Will be Sung at the Congregational Church Sunday Afternoon Snuday afeternoon at 4:30 the choir of the First Congregational church will sing Sir John beautiful interpre the elevation of tracks through Keno Nearly forty cases are scheduled to be tried at the April term of the muni cipal court whieh opens a week from Monday and at this term Judge Ran dall is going to make an effort to clean up the calendar which has been pretty badly congested for the past year Many cases have been continued from term to term and the defendants named in them allowed to go on parole The effort will be made to make some provisions for the disposition of these cases at the coming term There are no eases in which there is a great public interest on the criminal calendar but several of the civil cases noticed for trial promise to be decidedly interesting It is expected that the jury will be kept busy for a week at least in disposing of these cases The calendar for the term as prepared by Clerk John Wattles is as follows: Criminal Calendar FORMER SENATOR TO WED tation of Passion Enlarged to a chorus of fifty voices this c-hoir has been preparing for months under the direction of the organist and choirmaster Claudius Pemlill The tenor role which includes the magnificent King Ever Glorious is sung by of Wisconsin vs Peter George A Glerum whose voice sweet yet powerful is well suited to the part John A Sinclair with his rich baritone and thoughtful interpretation carries the balance of the solo work save for brief parts taken by Claude Sterling Walter Perkins Carl Windesheim and Thiers The church extends a cordial invitation to all interested Seats are free Sunday morning there will be special music including a rendering of by the male quartet The Jun of Wisconsin vs William State Willems State Lucas State Giras State of Wisconsin vs Charles Senator Isaac Bishop Gets License to Wed Harriet Tanis of Chicago Isaac Bishop one of the most prominent men of the town of Somers and former state senator in the Racine and Kenosha county districts is to become a benedict again as on Friday afternoon he appeared at the office of the county clerk and secured a license for his marriage to Mrs Harriet Tanis of Chicago The former senator gave his age as seventy and that of his bride to be as thirty-seven He did not announce when the ceremony would be performed but it will take place at the Somers home of Mr Bishop during the coming week Mrs Tanis is a widow and a most estimable woman The wedding will undoubtedly be of interest to many of the state officials as for two terms Senator Bishop was in the upper house of the legislature and during his service for the district he was regarded as one of the republican leaders in the state senate He has Mrs Tanis for many years and she is well known to many pople in the neighborhood where the former senator resides Palms or Gar ior Talk will be on The whole question of the future of the United Refrigerator and Ice Machine plant is being threshed out before Judge Geiger in the United States court in Milwaukee this afternoon Judge Geiger announced that he would give the entire afternoon to hearing the arguments of attorneys in their objections to the recent sale and in support of the sale Attorney A Rasmussen of Chicago who represents more than a hundred creditors of the company made the petition on which the hearing was ordered It is not expected that Judge Geiger will render any de eision at the conclusion of the hearing this afternoon and it may be several weeks before the final order of the court is made Quite a number of Kenosha attorneys and stockholders of the company received notice of the hearing in Milwaukee today and there were many of them present at the hearing The principal objection to the sale being not confirmed in keeping with the order of Referee in Bankruptcy Milton Knoblock was declared to be the fact that there was a large crowd of buyers attended the recent sales and it is thought that at another sale even a smaller sum would be realized for the assets of the concern The attorneys representing the former officials and stockholders of the eompauy are demanding that a new sale be ordered as they hold that the $38000 offered for the personal property was so far below the appraised value that it should not be considered by the court This view w'as taken by the referee in making his report to the eourt in which he refused to confirm the sale Judge Geiger has not been personally connected with the handling of the bankrutcy proceedings and penile who are in close touch with the methods of the court insist that he will be slow to over-rule the action of the referee unless a very strong showing is made on the part of the objecting creditors Kenosha men who bought articles at the bargain sale have not asked for the confirmation of the sale as these men would much prefer to have the plant sold to some one who would provide for its operation The scattering of the machinery and personal effects of the company to the four winds would leave Kenosha with an empty factory building and it is thought that the possibility of getting the plant in operation again would be much greater if the machinery is left in it The argument before Judge Geiger was just well started at three this afternoon and it was apparent that the attorneys would be kept busy until dark and the morning sermon Crying Stones Builders in Kenosha are looking forward to a busy season and it is declared by contractors that the outlook for work in Kenosha for the men who follow the building trades is going to be a lot better this year than it was last year Already plans are in the hands of the contractors which will provide for the building of many new private residences and there is reason to believe that many larger buildings will go up in Kenosha during the year The Cooper Underwear Company is now building a large addition to its factory and it is certain that several other manufacturing plants will have additions of new buildings during the year Then there is the big Eagles club house which is to be built on the lake front and it is expected that ground will be broken for it about the first of April The county is to contribute its share toward making the season notable by the construction of the sanatorium and it is expected that this work will be let to contract about the first of May and completed by the end of the summer This will bring an expenditure of close to $25000 The members of the board of pduea-tion are hopeful that the people will open the way for them to start work on the new school building on Collins street The estimate of the cost of this building is $100000 and it is not improbable that the building and equipment will cost slightly in excess of this amount The stagnated conditions which have surrounded city improvements may be broken during the spring months and it is possible that more improvements will be put in this year than in the former year Ridge street is to be paved and the contractors have this work well under way and jnst as soon as the winter breaks up the concrete will be going in It is expected that Ridge street will be open for travel by the first of June The plans which are being worked out for the extension of the trunk sewer and the building of the sewer in Pike river would furnish work for a lot of Kenosha people if carried out and it is thought that some plan will be made to build these sewers It is not necessary to submit the question of a bond issue for the sewers to the people and the council may provide money by issuing these bond without any delay Planing mills in the city seem to believe that the season is going to show a big advance over last year and before the season is well under way conditions are expected to improve materially It is declared by men who went to other cities seeking -work and returned to Kenosha that conditions are better in Kenosha than in any of the cities which they visited Broken in health and spirit an 4 stung by the ignominy of becoming a charge at the city poor farm John Mokowski aged 59 yeafs formerly residing at Nb 318 Garden street and for many years a hard working and self-respecting man slipped away from the city poor farm just after seven this morning Three hours later his dead bodyr was fund hanging to a tree on the Runals farm a quarter of a mile from the city institution Mokowski had indicated that he was tired of living and it is evident that he carefully planned to take his life Mokowski had been a resident of Kenosha for the past ten years and had been a hard working man Much of this time he had been employed at the plant of the Simmons Manufacturing Company but for rile past three or four months he had been a sick man He had suffered from nervous disease and had been so ill that he bad been taken to the Kenosha hospital On account of his illness he had not been able to work and all of his savings had been used up in paying for medicine and care On last Thursday afternoon he had applied to the city for help and was sent out to the poor farmU Mokowski was about the farm early this morning and just aftyr seven o'clock he announced that he was going walk to town and which had teen left at fornu boarding house As he walked away from the farm one of the men saw him playing with a piece of cotton clothes line Just as soon as the keeper George Mey-er discovered that Mokowski was missing he feared that the man might commit suicide and he immediately' called the police office and asked that an effort lie made to find him and send hint back to the farm Officers were out searching for him when the call came announcing that he had committed suicide The body was found by one of the boys from the poor farm Keeper Mey'er hurried to the Runals woods and eut the old man down but he arrived too late for while the body was still warm the old man was past resuscitation Coroner Millager was called and after he had heard the story of the case he declared that it would be unnecessary to hold an inquest The remains were removed to the Mischler morgue and the funeral will probably be held on Monday Mokowski was well known among the Russian Poles of Kenosha He had come to this city more than ten years ago leaving his wife and four children in Russia He had been employed nearly' all the time he was in Kenosha and receipts in his trunk showred that he had sent nearly all of his earnings to the wife and children in Russia In fact the man had sent more than five hundred dollars to his relatives during the past year PYTHIAN SISTERS ENTERTAIN sha will be issued within the next ten days and it is certain that there will be a lot of matters in which the officials of the city and the railway company will differ Since he gave up his work as a member of the railroad commis sion Mr Harlowe has opened offices in Milwaukee as a Traffic One of his duties is to take care of cases before the railroad commission There is no man in the state that knows as much about the plans for track elevation in Kenosha as the former commissioner During the various hearings which were held in Kenosha and in Madison Mr Harlowe was in charge and he had many personal investigations in Kenosha in order to get the right view of conditions ty The order that is to be handed down by the commission will of course be subject to review and it is possible that either the city or the railway company will make an appeal to the courts in the matter If such an appeal is made Mr Harlowe would prove a power of strength for the city Of course the city officials are hopeful that all differences between the company and the city may be settled out of court It is an open secret that the order of the commission will not grant to Kenosha all the subways that have been demanded by the members of the council at the various hearings held in regard to the matter South street people are very anxious to have a subway and the same can be said of the people living on at least three streets on the north side of the city These people have declared that if necessary they will seek injunctions to carry their point Te value of such injunctional orders is decidedly doubt-fut but they will lead to complications and the city will have to have the best legal aid available to cope with the experienced attorneys of the railway company In his new line of work Commissioner Harlowe will undoubtedly number among his clients many of the big shippers in Kenosha and the officials will have plenty of chances to take up the matter with him during the next few weeks Officials of the railway company have declared that they are hopeful that the work preliminary to the elevation of the tracks be started during the coming spring and summer The order will provide for the completion of all of the work within seven years of the date of the tentative order SEND LETTERS Attorney Alfred Drury this morning forwarded to the district attorney of Allegheny county Pa letters which the local officials had taken from the pockets of Vincenzo Cimino when he was arrested here on a charge of arson Cimino who is known in Pittsburg as Lorenczo Decels will be placed on trial next Tuesday morning and the charges against him will be attempted murder The letters which the local officials are turning over to the officials there are decidedly interesting They show pretty clearly that Cimino belonged to some sort of a society which made it possible to secure the aid of others in assaults which he planned to have made on men in Kenosha The letters are not of great interest to the Kenosha officials as they had no charges against Cimino which were supported by these letters
