'ti i 10A Kingsport Times-News Sunday November 6 1977 Progress Comes To Bays Mountain Continued From Page 1 Martin said 2766000 cubic yards of earth will be excavated from Bays Mountain in the grading process Cuts at some points will be "upwards of 200 feet deep" he said McDowell Contractors of Nashville will do the work Plans call for a stretch of pavement sloping gradually upward from the Reservoir Road area reaching a grade of 6 per cent at the steepest point in the center of the ridge Martin said A "creep lane" will be built for truck traffic on the north and south approaches As the highway leaves the mountain going north toward Stone Drive it will pass over a set of industrial acid pipelines which must be encased in stainless steel for protection during construction Martin said It will also span an interplant railroad track Both pipes and track will be crossed by-means of bridges to be built by a subcontractor Simpson Construction From there to Fort Robinson the highway will rest on the twin bridges passing over the -Holston River Sluice the tip of Long Island the Holston's main channel Netherland Inn Road and the Clinchfield Railroad track McKinnon Bridge Company will be contractor for the work Together the projects will cost $12 million Martin said the projects will probably require 2 Vi to 3 years of actual construction time By that estimate the road should be completed by late 1980 or early 1981 Since contracts won't be signed until late in November and a pre-construction meeting must be held construction may not start until after the first of carry two underbuilt circuits of 161 kilovolts each The TVA notes that the operation of these high-voltage lines may cause a humming sound" and says they can cause "mild static charges to develop on some types of fencing and other ungrounded objects under the lines" However it says the lines are expected to result in any significant adverse environmental or health effects" TVA says it will acquire the rights-of-way by means of an easement rather than purchasing the land for a fee The landowner retains control of the property and utilize it for a multitude of purposes as long as these uses do not interfere with the construction maintenance and safe operation of the transmission line" the year Martin said In Fort Robinson a number of houses are slated for removal to make way for the highway The early stages of work will include site clearance and relocation of water sewer telephone and power lines McNew said To complete the project Fort Robinson Drive will be down and widened to 48 with curbs gutters and sidewalks at the point where it crosses under Route 137 McNew said The present Burbank Street will be tied into Fort Robinson Drive and will be extended to circle from Fort Robinson Drive back into Howard Street Jim Point project coordinator for the Phipps Bend nuclear plant project said the transmission lines will use an existing TVA right-of-way in the McPheeter's Bend area Bend project TVA says it will utilize the space-saving corridor building multiple transmission lines along the same right-of-way corridor About 1464 acres of land will be traversed by these corridors the TVA says Approximately 598 acres will be existing rights-of-way presently occupied by transmission lines The remaining 866 acres are still to be acquired by the TVA Point said He said the TVA selected a relatively broad general area for the corridors and survey crews are now beginning the task of choosing the exact route They will map a path which avoids "houses ponds snail darters" and other features unsuitable for transmission corridors he said Most of the 500 kilovolt transmission towers will The lines will cut a 39-mile path from the Phipps Bend plant to the TVA's 500-kilovolt substation in Piney Flats From the nuclear plant the string of towers will veer north for a short distance and then east through Carter's Valley swinging south through Bend and cutting diagonally through western Sullivan County south of Sullivan Gardens and Colonial Heights After dipping into Washington County they will emerge in Sullivan again paralleling Route 23 (Fort Henry Drive) for about 5 miles before veering off to join the Piney Flats substation One other transmission corridor from the nuclear plant will travel westward tying Phipps power to the John Sevier Steam Plant In its Final Nothing else was reported missing from the building Continued From Page 1 anybody's camp until all the votes were in often surprising the pollsters And this may be such a year Lt Governor John Dalton has not made many appearances in Southwest Virginia during the campaign a factor which some politicians have criticized while others applauded the decision feeling he should spend more of his time in the more heavily populated areas of the state Former Lt Governor Henry Howell on the other hand has spent a great deal of time courting politicians in the Southwest joining the "Rainbow in a two-day sweep through the district on the final weekend of the battle In 1973 Howell carried Scott County by a 3031 to 2571 margin Lee County by 3134 to 2818 and Wise by 4493 to 304 1 a fact which state winner Governor Mills Godwin Jr has not forgotten During that same campaign when Dalton was running for his present office of Lt Governor Dalton led in Scott and Lee counties over his opponent Democrat Harry Michael while Michael carried Wise County The question is which man can do it this time and that question can really be answered until the polls have closed Tuesday With split endorsements comi ng from all over the state the results in the gubernatorial race could well be close Both Howell and Dalton who came to a GOP dinner in Abingdon Saturday say the Ninth District could be the key to who sits in the governor's chair for the next four years Generally it has been conceded that Chuck Robb has a decided edge over his GOP opponent Joe Canada for Lt Governor while GOP Attorney General candidate Marshall Coleman has been chipping away at the early lead seen for Ed Henry Howell address news conference at Tri-City Airport Saturday evening Lane the Democrat candidate If it happens that the ticket is split during the election it certainly won't be the first time Virginia has split the vote In 1969 the voters chose GOP Governor Lin-wood Holton Democrat Lt Gov Sergeant Reynolds and Democrat Attorney General Andrew Miller Four years later the choices were Democrat turned Republican Gov Godwin Republican Dalton and Democrat Miller MORTUARY Offering the same notified foreign governments Saturday he is postponing his ambitious world tour scheduled to begin Nov 22 in order to fight for passage of 'his energy proposals Although the White House stuck to its position that no decision would be announced until early next week the governments of France and India announced Carter had sent regrets he will be unable to make the 12-dav nine-nation trip on schedule It was not disclosed when and how much of the trip one of the most ambitious ever planned by an American president will be rescheduled Eizenstat said Carter was hopeful" that Congress will not override the veto He also expressed the belief that Congress will re-enact the bill without the Clinch River authorization Carter also said he was vetoing the bill because it: Seriously inhibits the president from pursuing effectively an international policy to prevent the proliferation of nuclear weapons and nuclear explosive capacity Puts burdensome limitations on the president and Energy Department in exercising necessary judgment to provide an effective energy research program Puls unwise limitations on the nation's ability to implement the new spent fuels policy to aid nonproliferation goals Eizenstat said the bill also was tremendous encroachment" upon presidential authority through three provisions that would have permitted one chamber of Congress to veto presidential actions Continued From Page 1 The vetoed bill authorized $80 million for the project as part of more than $6 billion for the new Department of Energy's programs for solar nuclear fossil fuel and some conservation research Carter stressed in his veto message that current projections "of the increase in the need for nuclear-generated electric power in the year 2000 are only one-third of estimates made in breeder reactor will therefore not be needed in the early 1990s as had been projected when the Clinch River facility was first authorized Eizenstat said the fact that Carter's first veto came near the end of a busy legislative session demonstrated the "considerable cooperation" that has existed between the president and the congressional leadership Eizenstat said that during a similar period President John Kennedy had vetoed five bills passed by a Democratic Congress Our 1978 Calenders Have Arrived Yours Up Today! 3-Camel Fine Against Poacher restaurants in Eilat that the woman seated beside him in the trial was not Martin Earls also said the real defendant had been taken to private chambers before the trial resumed where she was read her indictment and also pleaded not guilty whole point was to prove that my client hadn't sold any marijuana and the police in fact didn't know who they were the lawyer explained nothing improper about He noted that the masquarader had at no point actually told the court she was Martin even though she did register a plea to Martin's indictment was asked how she pleaded and she said not guilty for the simple reason that she wasn't guilty in said Earls no problem He insisted he did not know the substitute defendant nor had he arranged the switch Continued From Page 1 audience throughout the proceedings while the counterfeit defendant later identified as Janet Ketron of Bucanan County sat at the defense table in her place But after the latter woman had already pleaded innocent to Martin's indictment which was read aloud at the outset the deception surfaced when the defense attorney called his client to the stand Laura Martin then rose to her feet and walked to the witness chair to the jury's surprise On a prosecution motion Judge Long Jr dropped the charge against her because of the investigating agent obvious mistaken testimony as to the accused's real identity But Long had some hard words over the
