By LEA SLOTE Women's News Service LONDON -Adorning the crown of England since 1850, the legendary Koh-i-poor diamond -recently claimed by Pakistan and set to be "retired" will continue to repose among the consort's regalia in the Tower of London.

In a move to forestall further bids by one-time owners and impelled by British public opinion, Her Majesty's government now has decided to keep the gem. The official request for the centuriesold diamond came last month in a surprise letter from Pakistan's Prime ter Bhutto, to Prime Minister Callaghan. "This diamond is something which even the humblest villager knows about and considers his own," stated the Pakistani cmbassy in London. While the scramble for the Koh-i-noor was on, India claimed to have geological and political rights to it, Iran was said to have a stake in it, and Afghanistan held the 109-carat diamond as "spoken for." If Pakistan's request were to be granted, according to a Whitehall official, it could start a trend for the global restitulion of art treasures all over the world. The British Museum, subject to an act of parliament, might have to return the Elgin marbles to Greece.

Britain, on the other hand, could claim the paintings of Charles sold by Oliver Cromwell to the Tzar Russia.

The return of the Koh-i-noor, indeed, could spark a trend that would empty museums, palaces and state houses of their most priceless treasures. The recorded history of the Koh-i-noor, Persian for "mountain of light," goes back to 1304. The diamond, mined at Hyderabad in southern India, was originally 793 carats, and has been cut and re-cut. It is still imperfect; yet its beauty is remarkable. It became the property of the Mogul emperors of India in the 16th century, when presented to Babur by his son Humayun.

It remained in the Mogul treasury for 213 years, until seized by Nadir Shah of Persia in 1739. Nadir was assassinated and the germ taken by the captain of his Afghan bodyguard, Ahmed Khan. When the Saddozai dynasty collapsed in 1813, Afghan Shah Shuja surrendered the Koh-i-noor to Maharajah Ranjit Singh, the Sikh ruler of the Punjab, as the price for his sanctuary. It remained in Lahore for 36 years, until the British annexed the Punjab in 1849. For a short spell, the diamond was lost by the Governor General Lord Dalhousie, when sent to the laundry in his breeches pocket.

It was found by his servant, who faithfully placed the Koh-i-noor in a matchbox. "It was sewn and doublesewn. into a belt secured around my waist, one end fastened to a chain round my neck. It never left me day or night." Said to bring good luck to a woman who wears it, the Koh-i-noor was worn in various settings by Queen Victoria and later put in the crowns of the consort queens.

It was never worn by a British sovereign as part of the crown, and is now set in the crown of Queen Elizabeth.
