Blackbsrn Lancaster said had orginally asked he outline his plan for the legislative group in Nashville Lancaster's proposal for the yet-to-beused frequency would focus primarily on programming for the 78633 public school students in Upper East Tennessee and would cost some $6 million to operate during the station's first five years Too said the report equipment now used at WSJK-TV's Johnson City sub-station for the Sneedville-based channel could be utilized by Channel 41 The Johnson City station had originally been scheduled to equally share programming production with WSJK-TV's substation in Knoxville but now only develops three one-half-hour programs monthly The state legislature last year cut back the station's budget to $150000 after threatening to eliminate the facility The WSJK-TV production manager said renewed interest in Channel 41 had in part resurfaced because of plans to create Channel 15 at Knoxville a development he said could put Channel 41 in the same non-active role played by WSJK-TV's Johnson City sub-station "That's one of the biggest reasons why we need a station of our own up here" he said "If they put (Channel) 15 down there they'll (Knoxville) still be feeding us on Channel 41" Still Lancaster said the Department of Education's application for the station is "what I want that's who I'm working for" State and federal funding for the station he said would help insure its financial stability Al Curtis general manager for WS11(- TV nevertheless said Lancaster's proposal "doesn't fit into our plan at all I don't really know that much about it" Dietz said Channel 41 if operated by the Department of Education would serve public schools on a Monday through Friday basis and provide public television programming during the early evening hours A proposal submitted by Broadside TV by comparison would stress "people programs" over educational broadcasting focusing on the "East Tennessee lifestyle" Much of the budget for Broadside TV's operation of Channel 41 Bennett said would rely on federal and private foundation grants An estimated $350000 would be needed for the station's annual budget after its first two to three years of operation the executive director said "We're here to be a community bulletin board" said Bennett "to mirror the East Tennessee community giving it specific legitimate information "We support the local institutions we serve 100 per cent that's why we're here" he added A state-supported station Dietz said may be favored by the FCC over an independent proposal such as Broadside TV's because the Department of Education "is considered a good risk" "Those reviewing our application are strong on the state system" he said "there is a strong respect among the educators and professional broadcasters over what's been done" Added Dietz: "Now I don't know much about the Broadside proposal nor what they are counting on for funds But the state government is not going to let us go in without guaranteeing the funds" ANDERSON JANET OVERBY Funeral services for Janet Overby Anderson will be conducted at 2 pm Monday from East Lawn Funeral Home Chapel with burial to follow in East Lawn We're pleased to announce that Hamlett-Dobson Funeral Home in Kingsport has qualified for membership for the twenty-first consecutive year It's firms such as this that make our organization what it is: a group of dedicated funeral directors sharing experience information and ideas for the good of the public they serve Since we began in 1928 we've grown to be the world's largest controlled-membership association of funeral directorsand we've seen constant changes in the profession Today with changing public values and ways of thinking funeral directors must be more progressive and responsive than ever before Fortunately the members of the International Order of the Golden Rule are a select group who we feel can meet this challenge Before GROGG AUNT FLUE Funeral for boiler fuel Such a tax would boost the price of gas sold in the interstate market from $144 to about 8225 per thousand cubic feet Sources said the administration has not yet decided how to pay for insulating homes adding weather stripping and storm windows and installing thermostats that automatically reduce temperatures at night One method could be tax credit or government loans Another suggestion is for utility companies to do the job and bill customers for it when they may be required and I must state they will be required" "There will be some resistance but we have no choice" Federal Energy Administrator John O'Leary said recently This nation needs a national energy policy that will assure our resources go for growth not gluttony" The possible tax on natural gas would be aimed at industries and utilities that use gas to generate steam which can be done with coal or oil Gas is clean-burning and relatively inexpensive Hawkins Man Hospitalized ROGERSVILLE A man who said
