ROANOKE (UPI) A federal grand jury capping a two-year investigation into an alleged Florida-to-Virginia drug scheme has indicted nine people on cocaine distribution and conspiracy charges The indictments handed down Wednesday charge a Florida man with heading the operation that ferried cocaine into Southwestern Virginia to a network of local dealers A task force of federal state and local authorities who have investigated area drug trafficking for the past two years have seized at least six kilograms of cocaine with a street value of up to $60000 per kilogram Authorities said they seized several cars $150000 in cash and an airplane used in the operation The indictments allege George Lee Kosko of Daytona Beach Fla flew cocaine in a privately owned plane to Roanoke and passed the drugs along to local dealers Kosko a former golf professional at a Roanoke club faces six charges including running a continuing criminal enterprise under the so-called drug kingpin statute designed to ensnare major dealers According to the indictments the scheme dates to the fall of 1985 The defendants allegedly met at four Roanoke area restaurants and bars to distribute the cocaine authorities said Six Southwestern Roanoke men face one count each of cocaine conspiracy which carries a maximum penalty of 20 years in prison They are: William Lugar Stephen Dillon David Ferguson Robert Jones Jack Graham and John Pearson Lugar also was indicted on nine additional charges of cocaine distribution Ferguson was indicted on four counts of cocaine distribution Jones was indicted on three distribution counts and Graham was indicted on one distribution count Two more Roanoke men James Alexander and Calvin Reynolds have been charged with one count each of conspiracy to distribute and February kidnapping of a Pennington Gap man were among those indicted by a Lee County grand jury Tony Tanner 24 of Route 2 Pennington Gap James Thacker 28 of Woodway and Troy Caudill 26 of Flatwoods all were charged with abduction robbery breaking-and-entering and use of a firearm while committing a robbery The trio are accused of forcing their way into the residence of Earl Wilcox Feb 3 and taking him his weapons and his car on an odyssey into Mexico Wilcox was driving the men back through a border checkpoint toward Texas when an alert guard rescued Wilcox and apprehended the men They Education Writer Results from the 1987 Stanford Achievement Tests were disappointing for three area county school districts but the latest scores for the first time included most special education students school officials say Three smaller city school systems on the other hand fared better results were lower than we had hoped said CD Boy Jr secondary supervisor for the Washington County school system The county which has improved its 9th-grade proficiency test scores dramatically over the past three years ended up at the bottom of the list of area school systems on the achievement test scores Results of the state-mandated Stanford Test of Academic Skills were released at a Tennessee Board of Education meeting last week The scores show Washington County dropped 25 percentage points in reading from 1986 from the 75th percentile to 50 gained 5 points in math to a score of 38 declined 16 points to the 56th percentile in English dropped 2 points to 38 in not very thrilled but at
