1. Hand-to-mouth coal supplies at Western Pennsylvania's war-vital steel plants today were hit still further as one-third of the daily coal production was being lost by miners observing the New Year's holiday. DISPLAY CLASSIFIED HELP WANTED ALU E. U.S. ORE Big 3 to Meet During February International Xeict Service WASHINGTON, Jan. 1. The long- anticipated meeting of the "Big Three" President Roosevelt, Prime Minister Churchill and Marshal Stalin was reported in congressional circles today to be planned for early in February.

The reports were circulated as legislators, worried by the interna tional political situation, expressed hope that the conference can be held in the near future. It was pointed out in congressional circles that Mr. Roosevelt will be free to attend a conference after he has been inaugurated on January 20. Sen. John McClellan, expressed hope that the "Big Three" can convene soon and clear up the problems of Poland, Greece and similar questions.

"The conference is long overdue," he said. "The leaders of the chief United Nations powers ought to agree upon the political program. "No liberated country should be allowed to set up a permanent gov ernment. A commission represent ing the 'Big Three' powers should supervise provisional governments. II necessary, the flag of all three could be raised in a country." Sen.

Elmer Thomas, said he saw no reason for people to get excited over the international situation. "Allies always have disagreements," he said. "The present dis agreements are not alarming. The remarkable thing is that the three big powers have got along as well as they have."
