1 conceive that though tho taxation of tho city ought in every manner be diminished, and expenditure economised -where saving is possible, yet your district I believe to bo more entitled to claim the particular attention of the Council as well as an increased proportion of the public expenditure, because hero mercantile facilities are afforded to the city generally, which arc participated in equally by all classes of the -inhabitants, as can bo observed by the vast value of the merchandise that daily passes along our quays. Apart from the taxation of tho city generally, I consider there are many other subjects which might usefully engage the attention of the Corporation. Is It not a fact worthy of attention that, in a port like ours, which collects nearly one-half the totfll duties of Ireland exceeding in amount 1.000,000 sterling annually tho direct foreign trade inwards, in relation to tho coasting trade, hears no higher ratio than 1 to 10; while our outward foreign trade is so trifling as not to exceed the proportion of 1 to 100. In whatever position I may bb placed, I will endeavour to do my duty to all without respect to jarty or creed and when called upon to take part in any publia question, closing my eyes to every other course, I will endeavour to persevere in that which I conceive to be most for the benefit of my fellow-citizens. We, have, however, examined into the affairs of tho Company, and caa verify the following facts; First The Company is strictly registered under the provisions of the Limited Liability Act," and Shareholders can in no emit bo liable for more than the amount of the Shares they sespectively subscribe for.

Second Thrce-fif ths of the capital, equal to 300,000, in shares of 10 each, have been already taken by influential parties. Third The Subsidies to which the Company is entitled amount to the annual sum of 91,000, payable by 'the Homo and Colonial Governments, and secured by contracts duly executed. All doubt as to the validity and binding nature of these subsidies is removed. Fifth Four powerful first-class Ocean Steamers are now pelng built, and aro so far in progress towards completion, that two instalments of their price havo boon already paid to the builders, and the.plans and specifications for the building have been laid before the proper government authorities; and been approved of by them. Sixth Tho affairs of tho Company are now entirely in tho hands of tho Board of Directors, and no slnglo individual has control over them.

The Board has been duly constituted by the appointment of Chairman and Vice-Chairman. The contracts with Government are the property of tho Company, and Jlr. Lever, JI.P., tho originator of the enterprise, retaining simply the position of a Director and of a large Shareholder, has transferred his entire rights, to tho Company generally.ond has embarked his capital in like manner as any other Shareholder or Director. Seventh That this Company commenced to work tho line on the 1st of January, 1869, and therefore la only entitled to share profits since that date, and is not In any way responsible for any losses or casualties previously thereto, The Steam Ship recently lost on the American Coast, being a chartered sliip, and covered by insurance, has not entailed pecuniary loss on this Company. Eighth That the present is a boiiaflde undertaking to work efficiently and zealously the postal communication, and to develop tho passenger and goods traffic between tho old world and tho new.

We need not conceal tho fact, Hiat exertions havo been, and are still being made, to defeat this enterprise Wo nro therefore anxious thot, as Ireland will be the principal gainer by the establishment of tho undertaking, and as Irish interests will ho chiefly served by its success, that tho Shave List should contain a fair proportion of Irish names, and, by disposing of tho remainder of the Stock in this country, we will remove tho possibility of a national undertaking being thwarted by jealous Interests. i The subject of transatlantic communication has boon so frequently discussed, and the superior advantages of tho West Coast of Ireland for a Packet Station, are so self-evident, that we conceive it unnecessary to dilate upon its merits in a national point of view; indeed, the jealousy with which this project has been looked upon by competing shipping Interests in tho sister country, affords ths strongest proof of its importance to Ireland, for if it were not suro to succeed, when once established, it would havo mot with little opposition. commercial enterprise, however, certain to bo highly remunerative to the shareholders, wo can speak with confidence the large subsidies guaranteed by the Govei'nment'and the public support already given to this route, affording very rational grounds for the belief that, as a commercial speculation, It will be second to none of those projects in steam navigation which havo of late years been so remunerative, to projectors. THE BURGESSES OF THE NORTH DOCK WARD. GEXTLEyEN I havo to express my surprise at seeing the statement in Alderman Hoyte's address, intimating that I had given him an assurance that I would not Offer myself for your ward at tho toming Election. His observations the more astonish me when I remember that meeting him Inst week, on his making an inquiry as to my Intentions, I stated that having received a requisition, had not fully decided the course I should take with respect to it. At tho same time I distinctly told him that, notwithstanding the personal regard I had for him, should any suitable Liberal offer himself, I would feel bound to support my own party! It is impossible that Alderman Hoytc could have misunderstood or forgotten these observations, Tet I received, lost evening, a letter from him giving the names of two gentlemen as stating they were authorised to give him a definite answer on my behalf. I beg to say that no such authority was given to any one by me.

The only conversation that passed between mo and the two gentlemen referred to by Alderman Hoyte took place in the Chamber of Commerce about a fortnight or throa woelts when they casually inquired If itwere my Intention to seek the Aldcrmanfc Chair in your Ward, and I at onee replied" that it was not then my intention to do so." My answer was given to their inquiry without the least knowledge that they applied on behalf of any one nor was I to suppose that a passing inquiry by two gentlemen, representing themselves as my personal friends, should be made use of to serve the purposes of a political opponent. Subsequently receiving your very flattering address, and perceiving tho general wish of the Burgesses that I should offer myself, waiving all private considerations, considered it a duty to come forward. I must say that I am at a los9 to reconcile with gentlomanly feelings the deliberate statement of Alderman Hoyte, that I was canvassing the Ward, when he had a written assuranco from me that up to yesterday evening I had not canvassed for a single vote. Notwithstanding the assertion of Alderman Hoyto, I learn to-day from reliable authority tho fact that he has boon him self during the entire of this week busily engaged in soliciting support.
