dlfidlm Kossuth replied, substantially, that he was extremely rejoiced at this demonstration on the pert of Philadelphia, and that he felt the highest gratification in being thus honored by the glorious corporation of that renowned city. JJeiore he left Europe, one of the pleasures he had promised himself wes to meet and mingle with the citizens of that great city where tbe declaration of independence had been proclaimed and he felt now particularly anxious to visit the hallowed epot where that immortal charter had been adopted. But he went on to aay that, at the present moment, it was quite impossible 1'or him to declare at what time he could go there, and that, indeed, it Was not certain that ne could go there at all. His object in visiting this country was not a personal one he did not come to promote any selfish purpose, and he could not, therefore, do anything that we calculated merely to gratify himself. His object was to promote the great cause of liberty throughout the world, and especially in Hungary; and while he was sure the people of the United States sympathised in that object, he could not but say that be wes deeply distressed at the action which had been taken by Congress.

He had the highest respect and regard for Congress he recognised it as the exponent pt tbe national will, and, in view of what it had done, his own movements were necessarily em-harassed. Whether ho would be content to go beyond New York he could not now aay; but he was free to declare that, had the proceedings iu Congress to which he had adverted reached hnn before fie left Europe, he would have heeitated about toning to thu country at all. And as it was, with tbe utmost gratitude to all who bestowed on him such marks of kindness as the city of Philadelphia had offered, and especially with sentiments of sincere regard for Philadelphia and its citizens, he must deter for a day or two any positive reply to the request which had been made to him. la the world. When Mr. Webster, after tbe meeting, of tbe hat Congress, saw that die Union of tha States was in danger from the controversy between the North and the South upon the subject of slavery, be took prompt end bold stand for the compromise and brought all his mighty energies to its support, and he has ever since sustained it with all the power given him by his high official position, his vast intellect, and his deep and extensive influence. The Democrat quotee a Mr. Fowler, an Abolitionist, as saying that there were but forty members hi the Whig caueas at Washington, which voted that the compromise should be regarded as final settlement of all the measures involved in The Washington papers and the Waehing-ton letter writers have stated that the number was from fiity to sixty, and most certainly their authority it better than Mr. Moreover, the statement was made in the caucus, according to the official report, that the greater part of those present were from the nonslaveholding States.

A large majority of the Whig members of the House from the nonslaveholding States were present, and tha mass ot this majority voted to sustain Ihe compromise, and it is notorious that all the Whig members of Congress from the slaveholding States, those who were not present in the caucus as well as those who were, are, without a single exception, in favor of the maintenance of the compromise. The strong ote of a Whig caucus, made up mainly of Whig Congressmen representing nonslaveholding States, is tbe best possible indication of tbe -present soundness of the Whig party upon the great and eventful question of the day. Thanks to the Whig members of Congress who have thus done their duty, end thanks to those Whig constituencies that sent them to Washington City to do their duty. The editor of the Democrat makes the feeblest of all apologies for the refusal of the Democratic caucus to pass the compromise resolution. He says, that some of the Democrats In the caucus thought the resolution Oh no doubt of that.

Unquestionably they war well convinced, from everything they heard and saw around Ihem, that the aduption of a resolution to maintain the compromise would be one of Ihe most Ill-timed things In Hit world. The scene at the Astor House and the Aocri-can Museum was peculiarly interesting. The almost innumerable windows of these immense buildinrs were crowded with ladies and gentle men.

The arrival of Kossuth at this point was received with a tiemendous burst of enthusiasm from tbs thousands in the buildings the geo tie men rising in their places huzzaing and waving their hats, in a perfect frenzy of excitement, while a cloud of snowy handkerchiefs waved the welcomes of tbe ladies congregated there in such vast numbers. Notwithstanding the busy scenes through which be had already paseed during the morning, this demonstration rather surprised him. Inis was even beyond his anticipations. His quiet, dignified self-poeeession, however, did not forsake him. He gracefully bowed hi acknowledgments again and again to the throngs on either band.

Here was probably the most interesting scene of the route. The open space created by the Park gave opportunity for a fine display. Tbe many magnificent buildings on Park row presented their tastefully decorated fronts at the right) in the rear were to be seen the numerous decorittions of the lower part of Broadway, to the left was the noble Astor House, and in the center the Park itself, with its fountain of crystal water dancing and sparkling in the sun, and the City Hall beyond also crowded with tboo sands of human ueings awaiting the return of the pageant to that point. The Hungarians the procession caught tbe enthusiasm of the occasion, and when they received the tremendous greeting of thewtst con course at the lower ena of the Park, they ae-turned the compliment in a similar manner, waving and lowering their Hungarian banner ia token of recognition, until, finally they became as unrestrainedly excited as any of those who had assembled to welcome them. The military display was undoubtedly tb finest ever seen in our city.

Such was the universal fidmiMuon, and it is said that Kossuth expressed his gratification at the perfection of their equipment and drill. The civic portion of the procession of course was not what it would nave been had sufficient notice been given Take it all in all, though. We hare been much surprised at the course pursued by certain members of Congress toward the illustrious Hungarian exile.

Kossuth was inrited to this country by an act of Congress, and yet, strange to say, when he landed on our shores, and a resolution was introduced in Congress to give him a national welcome, it was opposed with so much force and by so many persons that the mover was induced to withdraw it. The inconsistency of such conduct with the resolution of the last Congress is both striking and glaring. It is just as inconsistent as it would be in a gentleman to invite another to his house, send his carnage for him, and, when he reaches the threshhold of the house, refuse to open the door and welcome him. Kossuth, it is said, has been deeply mortified, and we do not wonder at it. He was given to understand that he would meet with a great national welcome.

This too is precisely what he had a perfect right to expect. He bad a right to expect that Congress, having invited him here and paid him the unprecedented compliment of coding a national ship to convey him hither, would not ba satisfied with a half-way reception to be given him, but would afford him a most eii-thusiastic greeting. We did not anticipate opposition to such a course, as that was precisely the 'course to which tbe present Congress was pledged by tha resolution of the last Congress. If it was proper to invite the great Hungarian leader to our shores, it is not only proper, but obligatory on Congress to treat him with the most distinguished consideration. Tbe great object of the resolution of the last Congress was not so much to confer honor on Kossuth as 11 'Was to give the sanction of our government to the struggle in which he wes so conspicuous end to assure the despotle governments of Europe that the United States net only feet profound sympathy fur Ilia assertori of republican principles in Europe, but will honor those hisn whom they would condemn to the aoaAold.

Now, suppose that the Amertean C'ongreia ri-fuses to adopt a resolution to further honor Ktm uth and through him to lienor all those Magyar ml riots who with him perilled fortune and Ilfs fur Hungarian independence, would not such a rafuaal gladden tha heart of every tyrant and I he heart of every minion of every tyrant through' out Europe, and bo regarded by them, as wall a by the downtrodden and lon-eulfarlug devotees of freedom on that eontinent, as an evidence that tha American Congress, after having Inconsiderately invited the Magyar leader here, hail on more mature consideration refused to give any sanction to tbs cause in which he was en gaged? Ws are pained, we are mortified, we are op pressed with a deep senee of humiliation for our country when we reflect on tbe recent course of Congress, to unlike and so contradictory to the course of tha last Congress. If it is intended by Congress to insult the illustrious exile who has come hither at ite invitation, the most effective way in which that insult can be conveyed is to refuse a national welcome to him. We are greatly mistaken in the people of this country-most sadly do we misread the indications of public sentiment if the desire that Congress shall do all in its power to testify the most cordial sympathy for Kossuth and tbe noble struggle in which be was engaged is not almost universal. We feel certain that nine-tenths of the American people will blush with the redness of a hot indignation, if the representatives of the States amt the people, now assembled in Washington, refuse to offer Kossuth as hearty a national welcome as any nation of ancient or of modern times has ever offered to an exile of a foreign country whom a deep and holy devotion to Liberty had rendered homeless. If Congress should prove faithless to duty and recreant to public sentiment, we earnestly hope that the administration, placed in power by the will of the Whig party, will be true to the ever-cherished principles of that party, by extending to the great Magyar chief all the honor in its power.

If a Democratic Congress dare to in-ault the illustrious exile, we hope the injury will be repaired by a true-hearted Whig administration. Wc have one consolation left, namely, that 1 -whatever Congress may see fit to do or not to do, the people are willing and anxious with million: of hands and hearts and voices to extend the most thorough welcome to Kossuth. If Con. gress fail in its duty, tbe people will not fail in their. They have too hearty a respect for those who have distinguished themselves by a consecration of energy and talent to the sacred cause of freedom, and too hearty a detestation of despots to hesitate for one moment as to their duty to raise such a shout of welcome to the illustrious exile as will echo on every hill and re-echo through every valley on the continent af Europe.

Ay, and that shout too will revive the almost extinguished fires of hope in the bosoms of mil lions in Europe who are longing for the dawn ot a day of freedom, and it will sound in their eager ears like the first roll ot the thunder of that approaching storm before which, when its mighty energies are all active, sceptres, thrones, and des potisms are doomed to fall as fall the old and rotten trees of a forest before the wild breath of the hurricane. As a popular greeting, it was one of the most magnificent and enthusiastic aver extended to any man, in any part of the world Nothing of the kind that baa occurred in this country within our recollection, is worthy ot comparison with it. Tn vast number of people present, their excessive anxiety to see the great Hungarian, and the confusion inevitably attendant on such occasions, mad it impossible to proceed with as much order at wes desirable. In coneequence of thie, Kossuth was obliged to omit tb greater part of bis speech altogetder. He had eearcely begun to speak wben he found impossible to proceed.

Subsequently, however, be dictated the remarks he intended to have made, and we publish them in full below. Trip of the Steamer. At a little after 9 oclock, Saturday morning, the corporate authorities ot the city of New York, and their invited guests, took the steamer C. Vanderbilt. Tbe steamer was in the finest order, exceedingly neat in all its arrangements, but free from decoration.

There were we should estimate about six hundred persons on board. A the steamer approached the Staten Island shore, she fired a salute in compliment to the illustrious guest about to honor her decks with his presence. The morning was delightfully fine, and tbe markable ratification of the atmosphere was such as to produce a beautiful and interesting phenomenon. The Embarkation As the party approached the steamer, the band struck up Hail lo the Chief, and Kossuths first step on tbe deck was the signal tor loud and long-continued applause. He.

then moved through the vessel, receiving and acknowledging the welcomes of the numerous company, and was finally escorted to the wheelhouse on the upper deck, in accordance with a -wish which be intimated to view our magnificent harbor to the best advantage. It were useless to add that he gave expression to the warmest admiration of its beautiful and commanding position, broad waters, forests of masts, ana the bright and animated scene which met his eye at every side. Amidst all the excitement of the occasion, he neither forgot the comfort nor the gallantry due to ladies, but insisted on yielding them tbe best points for observation, and attended in person to their comfort. The Approach to the City. It was after 1 1 A.

when the Vanderbilt left the Island amidst tb cheers of its citizens and the roar of its artillery. A few minutes sufficed to bring hei abreast of Governors Island, from which the party were also honored with a national salute From Fort Columbus. This was responded to by the steamer and from Bedlows Island. Passing this point, she proceeded up East river above the Novelty Works, receiving, of course, salutes from various merchant ships and steamers and the cheers of the thousands who crowded their decks, and filled their rigging.
