State of Tennessee and then later to the State Jaycees who in turn adopted the project Towers and co-chairman State Representative Bruce Hurley brought State Jaycee President Steve Hewlett to the park site last month in an effort to keep the proposed park alive Towers and Hurley have worked long hours trying to get a release of funds for the park Hurley writing a letter to President Ford asking for his help in getting the park started But the letters has been going on for thirty years The first in Towers possession was one written in 1945 by Judge Hale to Van Arsdall acting manager of Norris-Cherokee Properties in which Hale told of the Poor Valley area and what an ideal recreational place it would be and asked for assistance in creating the park by impounding the water Hale continued correspondence for years and in 1949 he received a letter from James Pope Director of TV A stating that the assistant to the chief engineer was requested to undertake preliminary cost estimates for a lateral dam on the Poor Valley Creek embayment of the Cherokee reservoir and when received the estimate would be sent to Judge Hale Land for the park had been purchased in 1941 by TVA at which time it was earmarked for recreational de elopment Years of work on the park continued 1950 Judge Hale along with Fred Sheets Rogersville went to see Albert Gore and Estes Kefauver in Washington concerning the park 1957 Representative Omar Robinson was told by Secretary of the Department of Conservation we might turn this dream into a reality before you realize it 1957 Representative Robinson took Glen Nicely executive assistant to Governor Frank Clement on a boat nde to the park area 1958 The State Game and Fish Commission in a letter to Representative Robinson and one to Carroll Reece stated the Poor Valley Park area seemed to be more suitable for development along the lines of a state park than for a game management area or refuge 1963 Resolution of the Hawkins County Court appropriating $4000 and a grant of $19000 obtained by the Tenn-Virgima Development District Cooperation for feasibility study 1968 Study completed and reporting the park would serve in excess of 1000000 people within a 50-mile radius of park Would have 218000 yearly visitors spending an estimated $1 million of which $557000 would be retained locally and park would employ 75 full-time people and provide more than $300000 in an annual salaries 1971 $50000 appropriated by General Assembly to enable the department of conservation to emply an architect for the project funds were never spent 1973 Agreement signed in May between the State and TVA 1975 TVA completes impact study Office of Management and Budget deletes TVA budget funds for park for third time before it reached Congress When Bufford Ellington was seeking the nomination for governor visiting at Rogersville he promised to do all I can to put a state park in Hawkins County You people need that park down the road and Buford Ellington will get it for you if the TVA will cooperate" he said But Ellington like governors McCord Clement Browning Dunn and so far Blanton have failed to get plans underway Governor Dunn did sign an agreement with TVA and Blanton picked up on this promise when he went into office but nothing has been done to get a release of the funds of $80000 for construction of the dam Those pushing the park at one time thought the name of Poor Valley may have been a hinderance but at any rate the name of the park was at one time changed to Walters State Park But even efforts on behalf of the late Senator Hubert Hub Walters of Morristown fo the birth of his namesake failed The name was changed back to Poor Valley and other counties that helped In the fight for the park got approval for their own parks so their interests were pulled away In the letters over the years which asked for sympathetic consideration descriptions were used as A jewel of beauty" dream ideal location stretches of blue water "flat surrounding land distant rolling hills and mountains a beautiful park" and beauty is faintly shown by aerial photographs When the flowery descriptive adjectives and aerial and ground photographs failed to get attention and help from the receivers of letter then once again the boat rides that Representative Robinson had used were once again started Just about everyone rode to the site of Poor Valley in a boat and at the visit last month aycees were not only filled in about the snags of financing they got a first hand look at the mud flats and snags that made their appearance with the receding of Cherokee Lake Giving the Jaycees their tour of the park were co-chairman Towers and Hurley Towers can not remember how many boat rides he has taken to try to obtain help for the park The committee cites studies to show how tourist dollars could be attracted into the area Mooresburg could become a booming town if Poor Valley Park should ever go in It is quite possible it could even bring a new day for the old Mooresburg Springs and even Galbraith Springs which once attracted tourist Now ghost towns both areas still have old buildings and the mineral springs from their days as health resorts Even Hancock County could prosper from the tourist trade from the park Tourist could see Elrod Falls possibly creating a market for rental of horses to nde to the falls from the highway The beautiful falls in Hancock are now enjoyed only by a few there is little need to develop for tounsts when they are absent Grainger County just five minutes away from the proposed park area would also benefit from the tounst trade with tourist going through their county to reach the area or away from the area or Hamblen County with tourist traveling from the Great Smokey Mountains to the park the committee reasons With $1 billion being spent yearly by out-of-state tourist in Tennessee Hawkins County could be collecting some of this revenue from the states third largest industry The development of Poor Valley Park would not only bring in the tourist dollar the committee says it would give residents of the county a place to go for recreation A summary of a meeting which was held in March 1966 in the TVA office at Knoxville concerning Poor Valley Park stated "The picture is bright for the realization of hopes of people who have talked about such a park at such a spot for scores of years Those who are impatient will become more impatient because it will take time and hard work but demand by the people can get it The wait goes on and as Judge Hale stated in his letter of 1945 "As the matter stands now there is a very unsightly mud flat But Terry Glaus Church Hill Jaycee and Project Chairman of the parks says of the Jaycees state wide project
