10 cents-per-ton coal tipple ta finally approved in November by Norton councilmcn despite ows of a legal fight by local coal-loading companies now faces a further threat after a irgirna General Assembly body recommended an extension in state laws concerning license taxes According to City Manager Milas I' ranks in I uesday night's regular city council meeting the Senate Revenue Resources and Economic Review Commission has recommended a full year's continuation of a current moratorium on new license taxes across the state Those recommendations will be referred to the next session of the Virginia legislature according to a representative of the Virginia Municipal League Franks advised councilmcn Because the citys tipple tax was to become effective Jan 1 after the year-long tax freee was to expire the city manager addc'd senate commission members have been sent a message expressing our displeasure against the proposed extension I mailed the letter this week Franks said noting that Norton's tipple tax passage last month was based upon a final end to the license tax freeze on Dec 11 Attorneys for Norton's five coal tippling companies meanwhile have promised court action against ho tax after the state Department of Public Health ordered the city's current Cash Hollow Road landfill closed because it didn't conform to state solid waste disposal regulations The city decided to develop its own new landfill rather than enter into an agreement with Wasteplex Inc for use of the private Bumpas Cove landfill in Unicoi Countv because cost of transporting gaibage there' was too high according to Ricker The city manager said citv garbage true ks an reach the new landfill at Bowser Ridge via Highwav 137 at least as quickly as they do the citv's present landfill Johnson City is one of the few area cities which does not contract with Wasteplex for the use of the firm's Inic cu County landfill and had proposed that its new landfill at Bowser Ridge be operated jointly by the city Washington County Sullivan County (which currently handles garbage disposal for both Kingsport and Bristol under a contract with Wasteplex) and Carter County Each of the partners was to pay a portion of the new landfill's operating costs coinensurate with its volume of trash carted to the landfill but the various governments could not reach an agreement and Johnson City moved ahead on its own according to Ricker They all (the other local governments) decided to go their own way I wonder what they'll do if the state ever decides to close Bumpas Cove Ricker said The state health department which is currently investigation Wasteplexs Bumpas Cove operation in the wake of the discovery that potentially hazardous industrial liquids had been buried there has approved Johnson City's site for its Bowser Ridge Landfill By BILL JONES Washington County Bureau JOHNSON CITY The city's new sanitary landfill located in the Eastern Star Community of Washington County near the Sullivan County line may begin operation bv mid-January according to City Manager William Ricker who said excavation of trenches for the burial of garbage is now complete Construction of a three-bedroom house for the landfill's caretaker and an operations offic on the site of the Bowser Ridge landfill arc- the only major items to be completed before opei a-tions can begin at the site near the newly completed Eastern Star Road Highway 137 interchange accoiding to Ricker Residents of the Eastern Star Community in Washington County and the Fordtown Community in Sullivan County as well as several other communities surrounding the proposed landfill site brought suit against Johnson City earlier this year in an effort to halt its construction and have appealed Chancellor Dayton Phillips' ruling in the case which gave the city the go ahead to develop the site to the State Court of Appeals Contacted this week Ricker said he was not concerned about the appeal even though a reversal of Phillips' decision in the case could halt operations at a later date Residents of the area charge that the landfill poses a threat to their health (through pollution of the areas subterranean water supply) and will also destroy property values in the communities surrounding the landfill Johnson City acquired the Bowser Ridge site through condemnation action earlier this year WISE A Proposed $983400 water line rietwoi for the Hurricane and Es-seiville sections of Wise County was formullv resurrected by the Countv Public Set vice uthority (PSA) Tuesday night pist over three light before federal loan-giant chances expire PSA members agreed that at least 7a per cent of all Hurricane Esserville residents must voluntarily accept water connections before the system can materialize in the second attempt Accoiding to County Administrator Joe O'Brien a loan escrow agreement" with the county supervisors to back the water lines' funding security is expected to gain the
