attorney said federal trade regulators would likely approve an application to create a general purpose zone in Phipps Bend He estimated the process would take three to six months The only problem he foresaw was if Nashville didnt want to relinquish its contracts with CV Fluids or Global Power But if the companies want to importexport out of a more locally oriented zone Cutshaw said Nashville would be hard pressed to say no Board members agreed to begin more detailed discussions with the firms and to pursue establishing a general purpose zone in Phipps Bend The critical part is getting the companies behind the change Cutshaw said In other action members agreed to begin planning a fall conference to educate local companies on the benefits of the FTZ Federal statistics show the area already has a thriving importexport base but there are many companies unaware of how using the local FTZ and Customs Station could save money and time said board Chairman Tom Zim-merer Zimmerer will appoint a committee to seek sponsors for the event One local law firm already has offered to bring a nationally known speaker and Jim Anderson who represents the state Department of Economic and Community Development said his office would help as well The board also agreed to begin meeting bimonthly instead of monthly Members said they needed to meet more often when the FTZ was first activated because there was so much business to handle Now that the zone has been operating for a year members said they can meet less often By Phyllis Johnson Press Business Writer BLOUNTVILLE The Greater Tri-Cities Foreign Trade Zone could soon reach Phipps Bend Industrial Park where companies involved in international trade are importing and exporting through a Nashville-based port authority Members of the FTZ Executive Board agreed Tuesday to explore creating a general purpose zone in Phipps Bend that would allow at least two companies to cut their foreiga-trfiae-related costs in half CV Fluids and Global PowerCo currently pay between $22000 and $24000 a year to operate as a subzone of the Nashville Port Authority By coming under the local FTZ the two companies would pay only $10000 to $12000 a year The general purpose zone also would benefit any other companies in Phipps Bend that import or export Largest US life insurer must pay record amount for misleading customers Agreement can make Proffitts regional power By Duncan Mansfield Associated Press Writer KNOXVILLE Proffitts Inc is absorbing a mqjor competitor gaining an upscale division and breaking into the Nashville and Atlanta markets with its $464 million acquisition of Alabama-based Parisian Inc i The deal to be completed by the epd of October will make Alcoa-based Proffitt's a $2 billion holding company and a regional retailing power with 141 department stores in 19 Southern and Midwestern states Seven of Proffitts McRae division stores are in the same Alabama malls as Parisian stores and two of the companys Proffitts stores are in the same Tennessee malls here and in Chattanooga as Parisian units But all will stay open at least through the key Christmas season and possibly beyond as the-hold-ing company studies ways of developing its Proffitts McRaes Younkers and soon-to-be Parisian units individually Parisian would supplant the Proffitts division as the cream of the company its Lord Taylor or Bloomingdales Parisian already has four stores in Atlanta and one in Nashville Eight years ago Proffitts Inc was a five-store Tennessee dain It ended fiscal 1995 with $13 billion in sales Chairman and CEO Brad Martin who has keyed the companys expansion predicted less than a year ago Proffitts would bit $2 billion by the end of the century That number is under review at this time Martin said Tuesday with an optimistic laugh Martin called the merger-acquisition of the 38-store Birmingham-based Parisian chain a significant step in Proffitts achievement of its strategic growth plan It will enhance our competitive position in our consolidating industry Analysts agree Overall it is a great strategic move catapulting the company into another No 1 market position (in Alabama) and entering them into several key markets where they wanted to be players" said Craig Weichmann of Morgan Keegan Co in Memphis I think it makes a lot of sense echoed Harry Ikenson with New York-based Rodman Renshaw It affords them a major new growth opportunity with an upscale-oriented specialty department store 1996 Bloomberg Business News TRENTON NJ Prudential Insurance Co of America will pay a record $35 million in fines and set hp a $100 million restitution program as part of a settlement admitting it misled customers throughout the United States A task force of state regulators representing more than 30 states and localities ordered Prudential the largest US life insurer to take the steps as the result of a yearlong study released at the New Jersey statehouse Tuesday In a stinging rebuke regulators found Prudential based in Newark NJ failed to take' enough action to prevent widespread sales abuses Prudential failed to responsibly police and discipline its agents regulators said in the 232-page report There were widespread violations by Prudential agents of various states regulations regarding the replacement of life insurance In a news conference releasing the report New Jersey Banking and Insurance Commissioner Elizabeth Randall who coordinated the regulators investigation estimated the cost to Prudential could be at least $100 million in customer refunds additional insurance coverage and administrative expenses addition to the fines A scoring system of the severity of the abuse administered by Prudential and the task force will be used to determine the nature and size of the remedy for each policyholder State regulators investigated allegations that Prudential lured customers including the elderly into replacing their policies at added cost a practice known as churning Randall said any potentially illegal activities uncovered by the task force such as forged policyholder signatures would be made available to state prosecutors for possible criminal action Prudential agreed to pay the largest fine ever levied against an insurance company the largest portion of which will be paid to New York State The task force led by New Jersey regulators also recommended actions to correct abuses Restitution plans will give policyholders the option to take part in the settlement or to pursue legal action As of last month Prudential said about 240 lawsuits were pending against the company Prudential has agreed to notify 107 million policyholders who bought coverage between Jan 1 1983 and Dec 31 1995 about half of whose claims would have expired under statutes of limitations that will be waived by the company under the settlement agreement Prudential said 32 states have approved the settlement and Oldahoma and Pennsylvania were among a handful of states announcing their ments Tuesday Prudential Chairman and Chief Executive Arthur Ryan said in a one-page prepared statement Prudential will move swiftly to resolve the concerns of its policyowners and continue td implement enhanced systems and procedures designed to prevent the recurrence of the problems raised in the report issued Tuesday by the Multi-State Task Force Ryan apologized to the companys policyholders who may have been misled Prudential has taken steps to improve training and has contacted policyholders in an attempt to find any problems that havent yet come to light Checking
