The House unexpectedly approved on Wednesday legislation calling for withdrawal of US business investment in South throughout the South African economy All US businesses in the country would be omeiuiaiiuioetw-South Africa would be halted In approving the substitute for a measure which had been crafted by the House Foreign Affairs Committee the lawmakers ignored a last-minute letter from national security adviser John Poindexter who argued that punitive sanctions would cripple US diplomacy and "strengthen the hands of exit cjijioL sanctions yet proposed against the white-minority Pretoria government The punitive steps approved by voice vote on a substitute amendment for the Anti-Apartheid Act of 1986 came at a time of rising indignation in Congress over apartheid in South Africa But it became clear that many lawmakers joining jr) thr rhnnio of "pvpp were concerned more about thwarting sanctions than imposing them Republicans who allowed the substitute measure to go through said they did so as a parliamentary ploy to kill prospects that sanctions will ever be imposed The way to do this they said was to report out a bill so harsh there was no way it would ever become law If adopted by the Senate and signed into law by President Reagan the measure would order all US companies out of South Africa within 180 days and impose a total trade embargo Although the enactment of the total disinvestment proposed by the Dellums substitute is problematical at best the approach it proposes if it becomes law likely would send shock waves The vote came after Rep Ronald Dellums D-Calif said the crisis in South Africa calls for the abandonment of timdity The bill approved was a Dellums amendment which substituted for language developed by members of the committee The panels bill would have imposed a measured and incremental set of sanctions The revised bill was passed when Republicans did not demand roll call votes and some lawmakers said they saw that as an in which he -confessed to the murder of his girlfriend Howell Dean Aiken SC was found in his truck by a couple on an outing at Watauga Point The couple had noticed the truck earlier but had not paid attention to it until they saw Deans legs sticking out of the drivers side door Dean-apparently shot himself in the chest with a 12-gauge pump 'shotgun In the suicide note Dean said he killed his ex-girlfriend then threw her body off a bridge near his home outside Aiken Carter County Sheriffs Department deputies said the womans name was Linda The note also said Dean had shot her with a UMBREIT Associated Press Writer KNOXVILLE A federal rand jury on Wednesday in-icted CH Butcher Jr and two associates including the son of US Rep John Duncan on charges they allegedly schemed to hide about $325000 of the younger Duncans income The five-count indictment said the three conspired to disguise bank loans made by Butcher and the younger Duncans accountant Michael Downing 38 through a company controlled by Butcher The proceeds of the loans went to Joe Duncan to pay off his debts at United American Bank of Knoxville the indictment said Prosecutors with the Justice Departments tax division contend Duncan should have reported the money as taxable income In addition Duncan 35 whose father is a Tennessee Republican was named in two counts of filing false income tax returns for 1981 and 1982 The indictment said Downing of Seymour prepared Duncans returns and was charged with helping Duncan file false returns for those two years According to the indictment Butcher and Downing obtained a $200000 loan in the name of Desh Investment Corporation of which Downing was president and used the proceeds to pay off $200000 of Joe Duncans 1981 debt to UAB Desh Investment paid off the remainder of Duncans UAB debt in 1982 the indictment said The elder Duncan was not available for comment Wednesday said an aide to the congressman Butcher is the younger brother of Jake Butcher who is serving a 20-year sentence for bank fraud at a federal prison camp in Atlanta after the collapse of his $15 billion UAB chain Jake Butcher who organized the 1982 Worlds Fair in Knoxville ran twice for Johnson City to Erwin ending the recent uncertainty as to whether the opening would be delayed The Governors press secretary also blasted recent criticism concerning delaying plans to open the completed highway for Alexanders Wnefit The first report of Gov Alexanders visit came from JR Bowman campaign coordinator for Alexander in Unicoi County who said he received a call from Alexanders
