fined $2500 and court cost and sentenced to 11 months 29 days In lall suspended on charges of possession of cocaine and possession of drug paraphenalla Charges of possession of cocaine possession of marliuana and drug paraphenalla against Linda Oliver Rt 9 Elizabethton were dismissed Senate Republican Caucus to honor Garland at breakfast Way allow for county and city business An ordinance passed on first reading to reclassify a section of Carolina Avenue from R-2 to B-2 This ordinance would affect the area of Carolina Avenue from Renfros Meat Market to the Corner Package Store and change the area from residential to business The new zoning would allow the establishment of new business and allow present businesses to make changes The ordinance must pass a second and third reading before Bureau ERWIN The Erwin-Unicoi County United Way received a vote of confidence from the Board of Mayor and Aldermen Monday night Retired Judge Walter Garland spokesman for the local chapter explained to the board that the chapter is "struggling to meet campaign goals Garland gave the background of the United Way pointing out that the purpose was to consolidate all fund-raising efforts into one united campaign "Unfortunately the purpose has disappeared he said Garland said that the board of directors was now seeking imput as to whether the local citizens wanted the United Wav to con tinue or disband (He said "The proliferation of fund drives has defeated the United Wavs purpose citing roadblocks door-to-door solicitations and direct mail solicitations "We wonder if the United Way -is still a viable organization in this county do you as repre-sentitives of Erwin still want us? And what is vour advice?" The chapter has decreased its yearly campaign goal by at least $10000 since 1981 and yet is struggling to meet them In Mitchell County NC with some 2000 less residents than Unicoi County the goals ranging higher per year over the same period have been met or exceeded each year according to Garland Bill Jones President of the Erwin-Unicoi United Way said "We feel that the citizens here are contributing as much as the other counties the difference is that the organizations in other counties are run through the United Way Citizens would prefer to be asked once or twice a year rather than as often as they are now The United Way now supports 12 local groups Mayor Charles Jones explained that the first thing to do was to look at the priorities "Where is the money going and to whom? He went on to say that "we will screen solicitors and help the funds that should get to United Way to get there" A motion passed that an area in back of the court house on the west side of Church stretching over several months amendments to the Carter County subdivision regulations were adopted by the county planning commission Monday afternoon With no attendance at the public hearing to address the matter a motion to approve the amendments passed with little comment Regulations for street widths were changed to allow developers building permanent dead-end Btreets with no more than five houses on the street a 16-foot minimum Rural streets can now vary from 18 to 22 feet wide depending upon terrain Under the new regulations planning commission members can grant a variance on street width to developers on an individual basis Amendments to the regulations states the commissions intention to preserve natural assets "which are of value not only to the subdivision but to the county as a whole The commission will also now require plant cover on developed areas and may require sediment basins in drainage areas to prevent erosion In light of recent problems occuring with run off water and drainage throughout the county the planners require streets and roads designed to either discharge surface water over an area or into a storm sewer If members of the planning commission feel existing ditch lines will be unable to handle additional runoff water from a new development they may require the developer to provide additional ditches in the areas most affected DOT awards road contracts By FRED TRAVIS Nashville Correspondent NASHVILLE A contract to build an interchange between Tenn highways 37 and 81 in Erwin and make other improvements was awarded to Summers-Taylor Inc Elizabethton Monday At the same time a contract to build bridges over Keebler and Clear Fork Creeks on Tenn Highway 75 in Washington County was awrded to Thomas Construction Co Inc Johnson City which submitted the low bid of $325591 The project calls for building paving and installing guardrail on the approaches The award was made by state transportation Commissioner Dale Kelley and his staff after Richard Omohundro director of the departments construction administration staff said the Thomas bid "compared favorably" with the agency's estimate To award the Unicoi contract the commissioner approved a reduction to 76 percent from 12 percent in the share of the $4093298 project which must be spent with disadvantaged business enterprises those owned by minorities identified in the Federal Transporation Act Omohundro told Kelley the Summers-Taylor bid received Dec 13 "compared well with the department's estimate Besides the interchange the project calls for about a half mile of construction including widening of Tenn 81 construction and paving of ramps ana a complete storm sewer system guardrail traffic signals at Second and Main streets and a bridge on Tenn 81 over North
