Winthrop rose and said be had received a letter this morning from the Governor of Massachusetts, informing him that be had been appointed to supply tbe vacancy in the Senate occasioned by tbe resignation of bis distinguished friend, Mr. Webster, now tbe Secretary of State. Having decided to accept tbe appointment, and being called on to do so without delay, he bad thought fit to announce in presence of the House that bis place would be vacated from to-day, and be reqneMed that tbe fact be annonneed to tbe Governor of Massachusetts in the usual form.
