Page 2 JOHNSON CITY PRESS Deaths Tuesday May 21 1991 a 6 THP trooper killed on duty authorities unsure of motive That was Michael Rector who worked at the truck weighing station on Interstate 40 just west of Knoxville He was ambushed at his home on May 31 1990 and killed by eight shots to the back Rector had just finished an undercover investigation that led to the arrest of his brother-in-law Roy Lee Clark on charges of auto theft Clark whom officials publicly acknowledged to be a suspect in Rectors death was never charged with that crime but was sentenced to two years in federal prison and fined $30000 for running a so-called "chop shop" "No one has been charged in his death yet but that investigation is still very active Ms Allison said The Astocteted Pres TAZEWELL Thirteen-year Tennessee Highway Patrol veteran Doug Tripp was shot to death Sunday night in Claiborne County the 30th state trooper killed in the line oDduty since the force was founded 62 years ago Tripp 42 was married and had three children Authorities were not immediately sure of the motive for the slaying said Sue Allison spokeswoman for the Tennessee Department of Safety She said Tripp was on duty sitting in his patrol car in the parking lot of a business "We dont know whether he was doing some paperwork or if he was on a routine traffic watch she said "It just appears he was ambushed Tripp a native of Tazewell who joined the Highway Patrol in 1978 worked out of the Fall Branch district A tourist discovered Tripp a few minutes before midnight EDT on Sunday Ms Allison said Tripp was seen shortly before he was found she said The shooting is being investigated by the criminal investigation division of the Tennessee Highway Patrol the Tennessee Bureau of Investigation and the Claiborne son of the late Jeff and Delie Houston He lived in Decatur County until 1948 at which time he moved to Washington County He was a member of Fellowship Freewill Baptist Church Mr Houston was a farmer most of his life In later years he was custodian at Chuckey Doak High School and Hot Wheels Arena He was preceded in death by his first wife Vamie Houston in 1979 one son one brother one sister and hiker rescued after fall The Associated Press CHEROKEE NC Four rescuers were battered by rugged terrain and thick brush as they carried a 210-pound injured man two miles to medical care The incident began Sunday afternoon when Sam Keener 61 of Knoxville Tenn fell five feet as he was hiking with the Smoky Mountain Hiking Club of Knoxville in the Great Smoky Mountains National Park Keener apparently landed on his head resulting in head neck and internal injuries said park spokesman Bob Miller At 8:15 a Monday the rescue party reached Clingmans Dome Road and Keener was transported to a Sevier County Tenn hospital Later Monday morning Keener was airlifted by helicopter to the University of Tennessee Hospital where he was treated and released a hospital fcpokesiniul said The carry-out military budget that slashes his proposed spending on the Strategic Defense Initiative and the B-2 stealth bomber Despite Bushs warning the House accepted the recommendation of its Armed Services Committee to trim the presidents proposed SDI allocation from $46 billion to $27 billion in fiscal 1992 The acceptance came through the chambers rejection of a more severe measure that would have reduced SDI to a research program with a budget of $11 billion The amendment failed 266-118 leaving the committee recommendation unchanged as the House moved on to other sections of the bill In a letter to House Minority Leader Robert Michel R-Ill Bush accused members of the committee of targeting vital strategic programs and using the funds for weapons built in their own backyards "While cutting funding for these and other crucial programs the bill funds unneeded items such as excessive procurement of aircraft and other weapons systems Bush said The committees bill also terminates work on the B-2 bomber at the 15 planes in production The package for the fiscal year beginning Oct 1 increases -spending on conventional weapons that proved successful during the Persian Gulf War including the F-15 and F-16 jet fighters the M-l tank and the Patriot missile Officer Doug Tripp "The department is saddened at the loss of an exceptional trooper state Safety Commissioner Robert
