Upon filing Libels in the office of the Clerk of the Court (except libels tor. Seamen's wages) tbe libellant, his agent or proctor, shall enter into a stipulation in the sura of two. hundred and fifty dollars, with good security; before the Clerk of this Court, to pay all costs and expenses which shaft be awarded against him or them by any decree of ibis Court, or upon an appeal by tbe appellate Court; and in.

case the libellant prays for warrant of arrest of property, and asks for such process to issue, the libel shall be verified by oath or affirmation before the Clerk, a Commissioner of the United or any State officer authorized by law to administer paths; and in such case the; libellant shall enter into additional stipulation before the Cleik of this Court; with security, in the sum of five hundred dollars, to pay all damages which shall be awarded against bim by any decree of this Court, or upon an appeal by the appellate Court, and thereupon the Clerk sh all issue the process prayed for Provided, however, That when the libel Claims salvage, and avers that the libellant has possession of the property and ia ready to deliver it to tbe Marshal, no stipulation shall be required before process issues. 8. When the libel is for salvage, the value of the property shall be appraised by the Commissioners of Navigation for the port of Eden ton, and the bond or stipulation to be taken by the Marshal from the claimant, shall be the amount of the appraised value. 4. Colfax spoke in consistence with the views of the Presidentjwill be satisfied from the telegram hence. to the New York Times, to the1 effect that upon an interview between these personages on Saturday they differed, though it is hot likely in an il tern pered way. I A few additional members of Congress arrived here to-day, including Senator Trumbull, of Illinois.

No delay from factious movement in the organization of the House is anticipated. Instead of extraordinary exciting and turbulent times, which have been predicted, the presont indications are! in the opposite direction. It is considered that there is nothing in the political aspect which cannot reconciled, both to the satisfaction ot tne rresiaeni and of Congress. The prospect, therefore, is that the House will be organized on Monday the President's message and tbje accompanying reports of the heads of the Departments be communicated to Congress on Tuesday, Mr. Colfax for Speaker and Mr.

McPherson for Clerk, seem to have the entire field to themselves thus far Tor re-election. No one here, so far as can be ascertained, be lieves that any of the members elect from; the in-- surrectionary States, with the exception, perhaps, those from Tennessee and Arkansas, will be permitted to take part in the organization of the House. Indications of Another Utah War. Somebody wants to get up another Utah war, whether it is the Mormons, the Western! settlers, the army contractors, or who, we cannot exactly constantly written from say but letters are being! Salt Lake about the disloyalty' of the Mormons, and urging that a large force be sent and kept there. Colfax replied, as any man must have answered, that he knew Captain Hooper -while in Washington that he was a gentleman, a business man, of courteous manners, attentive to business, and he thought he bad been a good delegate for the Territory. Let it be understood that Capt. Hooper had been appointed by Brigham as a Missionary to Europe, and was making his arrangements to leave. Immediately after Mr. Colfax's reply, Brigham put his arm over Mr.

Hooper's asked him, Captain, how would you like to goto Congress Verv innch." said Captain Hooper, if you think me worthy." said Brigham This was 4 Well, that is all right," in the presence of Messrs. Colfax, Richardson, Brass and Bowles. From that moment Captain Hooper! was looked upon as the successor of Judge Kinney, although his name had never been mentioned in that connection before. His election foon after followed, but merely as a matter tf form, the voice of Brigham being the voice of God with the people. Judge Kinney, the former delegate, had endeavored to get an appropriation of $10,000 for government surveys; this was: the weight that pulled him down.

Brigham wanted no government surveys of lands the Lord had given to bis saints. This blunder will not be repeated. 1 I A Murderer Respited V- Nashville, Nov. 28, 1865. Frank Gurley, sentenced to be bung on Friday next, has, by, request of numerous citizens of Hunfsville, been respited by Brigadier' General Whipple until Buch time as further facts in his case can be submitted to the President.

TROUBLE ON THE LA CROSSE RAILROAD. Milwaukee, November! 28. The track of the La Croose railroad was torn up and a bridge burned near town, eighteen miles from this city, last to be the" work of the farm mortgagees, whVmortgaged their farms along the line of the road to the amount, of one million of dollars for the benefit of the road, which mortgages' being foreclosed, they threaten to destroy the rpad if the company fail to -make provision for the pay ment of the mortgages.
