Association to approve their transfer to Sacramento Calif Meanwhile a member of the City Council said he has come up with a five-year lease proposal offering new incentives in an effort to persuade the team to stay and continue playing in Kemper Arena The Times quoted two anonymous sources as saying that the Kings request to transfer and the new lease proposal would both be filed on the same day Nuggets Issel planning retirement DENVER Veteran Denver Nuggets center Dan Issel will retire at the end of this season Issel declined comment Friday night on the pending retirement but Coach Doug Moe told the Denver Post that a formal announcement will be made Tuesday "I knew he was thinking about retirement Moe said "And hed rather go ahead and announce it now than have people keep asking about
