12. The inaugural parade preceding the ceremonies at State House Square was an inspiring and enthusiastic civic demonstration. The early morning trains brought thousands of visitors, many of them from Eastern Kentucky. Three trains We Serve then read the resolutions of the people of Frankfort expressing their high appreciation of Governor Bradley and his friendship for the city of Frankfort. The resolutions were loudly cheered.

Governor Bradley then arose and spoke. He returned sincere thanks to the Mayor and citizens of Frankfort. Then turning to the crowd he made his formal farewell address, and was frequently interrupted by applause. His speech in full appears in another column. Mayor Dehoney then Introduced Governor-elect Taylor, saying he had tried to defeat him, but failing, he wanted to congratulate him.

He then shook hands with Gen. Taylor 'amid much applause. Governor-elect Taylor then delivered his inaugural address, which also appears in full in another column. At 12:23 Chief Justice Hazelrigg administered the oath of office to Mr. Taylor.

Chief Justice Hazelrigg then swore in Associated Press Telegram. Frankfort, Dec. 12. William S. Taylor was inaugurated as Governor of Kentucky at noon today.

The crowd was smaller than in past years, due to the weather, which up till last night rainy, followed today by December blizzard, but it made up in enthusiasm what ft lacked in numbers. Governor Bradley said in hlB ad-dresa on retiring that he hoped the Goebel election law, which brought so mich turmoil to the State, would be wiped from the statute boohs. The almost complete absence of news from the war up to 2:30 oclock this afternoon is increasing public anxiety, so deeply stirred by Saturdays disaster. Scanty messages indicate that preparations were about completed for simultaneous attacks at Tugela river and Modder river, the dispatches showing the British and Boers In touch in both directions Mon day. There is no confirmation of the report of another day long battle along the river Monday, but possibly there has been a resumption of fighting, as reported by Gen. Cronje, last evening, as the searching Lyddite shell fire of hjjjnday was probably preliminary to an advance. A strange item of news reached here from Boer sources announcing that Waschbank bridgewas' damaged.

This is taken as possible confirmation of the suggestion that the British made wide sweep by way of Helpmakaar, preparing to attack the Boers north or Ladysmith in the rear. A message, from Naauwpoort, dated Monday, December 11, Bhows that Gen. French has no inclination to withdraw his advanced troops at Arundel, as feared might be the result of Gen. Gat acres defeat Gen. French reports that his artillery December 11 forced the advance post of the Boers south of Colesburg to evacuate its position and seek refuge behind Vaalkop.

There is great indignation in Great Britain at the ignorance the British Intelligence Department is displaying in estimating the Boer strength in Cape Colony. Experts aver that 15,000 men Boers will have to be driven out of the colony before the passage of Orange river can be commenced. The Rhodesian force advancing to the relief of Mafeking reached Gaberones Fort December 2 and found the Boers had evacuated the place. The Rhodesians are repairing the railroad as they advance. The latest news front Mafeking ehows Colonel Baden-Powell has been forced to reduce the rations of the garrison and the Inhabitants, but water is plentiful there.

The best of order prevailed and there was not a sign of disturbance, everyone making the day one of enjoyment and good cheer. It was 11:45 oclock when the parade reached the State House Square, where Gen. Taylor was to take the oath of office. The platform upon which the newly elected Governor and his friends were escorted was erected by Goebel men anticipation of the Kenton county mans inauguration into office, but those connected with placing it in position took the bantering of their friends good naturedly.1 Five thousand people were gathered within the State House grounds, many ladies being in the assemblage.

There was a large picture of Governor Brad ley on the stand and there was great cheering when cards bearing these words were placed on it: The Next United States Senator." At 11:35 Governor Bradley and Governor-elect Taylor reached the stand and the applause was deafening. Mr. Taylors wife, six daughters and one son were on the stand. BRADLEYS SPEECH. The present administration came into power under the most adverse circumstances. For the first time in its history Kentucky elected a Republican ticket- The consequence was that many persons who had come to look upon the offices as the property of the Democratic party became thoroughly aroused and instead of giving such assistance as was proper to advance the interest of the State, aroused a most partisan attitude -of obstruction. With one branch of the Legislature Republican and the other Democratic, antagonisms arose that no human power could control. Much needed legislation failed, rendering necessary the calling of a special session.
