Malta May Fever is raging among the officers and sailors belonging to tbe British fleet in these waters The naval hospital here is overcrowded with sick sailors Cable Briefs Ex-Queen Natalie bas written a letter to Paschics the Servian premier In which she declares that the object of her expulsion was neither for the good of Servia nor for the welfare of the King The negotiations which have to-day as Governor Russell refused to honor the requisition on the ground ot informality Question of Recognition of Gov Buifeeley Bas Wot Tet Arisen Boston May The dispatthes from Worcester and Hartford announcing that Gov Russell has refused to grant requisition papers in the case of Carroll arrested in Worcester and wanted in Bridgeport for embezzlement are somewhat inaccurate Upon their arrival they were turned over to Attorney General Pillsbury for examination and opinion' The decision of the attorney general submitted to the Governor was that the papers were not legal as they failed upon four important points A copy of this opinion was given to the Connecticut officer who brought tbe papers and he departed to have tbe matter rectified The question as to whether Gov Russell will recognize Gov Bulkeley as the chief executive of Connecticut bas not yet arisen as the papers do not reach tbe Governor at all AN OLD TIME DUEL Both Combatants Severely Wounded Charleston May A duelac-cording to a modification of old time code took place yesterday near Liberty Hill between Cheatham and John Wbatley two prominent planters Bad blood had existed between the men for some time and finally a challenge was passed They met with their seconds at the appointed place and exchanged shots at ten paces According to agreement when word was given both men wheeled and opened fire continuing to shoot until one or both fell Cheatham fired eleven shots and Whatley five Both men received severe wounds but none of them will result fatally It is rumored that they will have another be more than $30000 or $40000 and will not impair our ability to meet every obligation" The firm will shortly publish a statement of assets and li abilities Important Supreme Court Holding Bostoh May The Supreme Court has sustained tbe finding of guilty in the lower court in the case of Agent Brown of the New England Dispatch Co charged with bringing into the city of Lowell then under a -day The Democratic Kickers Return Still Kicking Bridgeport Conn May The six Democratic aldermen who deserted Mayor Marigold and the remaining members of the board on Wednesday evening and left the city returned at 12:20 this noon from JNew Haven and proceeded directly to uity Hall where the mayor and Republican members had remained ever since their de parture Before they reached the council chamber City Sheriff Taylor who had a warrant for their arrest served the papers upon the absconders and escorted them to the chamber Mayor Marigold then called the hoard to order and at once undertook to transact business The Democrats objected to any business being done under the call for Wednesday night's meeting on the ground that the time had expired and whatever business there was done would be illegal After considerable talking baok and forth the nominations of the mayor for the sever al boards to which the Democratic members objected wt the previous meeting were again presented and passed Aldermen Ward Democrat who remained with the Republicans voting with them A strong psotest was made by the Democrats and a war of words followed The corrected minutes offered by Mayor Marigold were passed under protest in the same maner as the nominations After the above actions the regular routine business which has accumulated during the past few weeks was taken up and Union and the Children's Mission to the Children of the Destitute $10000 each: Massachusetts Society for the Prevention of Crueltjr to Animals and Society for the Prevention of Cruelty to Children $5000 each It is then provided that in case of the death of children of Mrs Rowe without issue the sum of $20000 is to be expended in the erection of statues drinking fountains and other suitable ornaments in the public parks of Boston The will it is stated will prob ably be contested on behalf of the child of a deceased daughter in i reeport 111 REDUCING EXPENSES Collector Beard of the Boston Custom House Has Saved the Government a60 000 Boston May Collector Beard says ot tne dismissals at the custom house: This reduction in mv force which eoes into effect June 1 means a saving of about 825000 The reduction last year my department alone amounted to about $18- "000 making a total reduction sinoe I took charge of $48000- The-recent reduction in the appraisers department wbioh also gees into effect the 1st of June is a little over $5000 In the naval and appraisers office for last year I think the aggregate was $10000 Unless 1 mistake the total re duction of salaries at the custom nouse in cluding fnis last order since came jn will be something like $60 OUO About half of that was for the year preceding Everybody who goes out on the 1st of -June goes under a reduction of the force not because anybody else is coming in The reduction of salaries will be mostly in clerical work" No Difficulty Anticipated in Meeting the Pension Payments Washington May Secretary Foster said this morning that he antieipated no trouble in meeting tne quarterly pension payments aggregating $26000000 which fall due June 4 The available cash balance is now nearly $16000000 and will go beyond $26000000 by theearly part of June by the continued excess of receipts over ex penditures 1 here would Be no necessity so far as be could see for calling in any government depositsiheld by national banks to meet by pension obligations This bank fund now amounts to $24500000 exclusive of money deposited to the credit of dis bursing officers Secretary oster said further that it was likely that the department would give the holders of the $50000000 4 per cent bonds outstanding an opportunity to renew those bonds after Sept 1 at a reduced rate of interest He also remarked that the recent gold shipments had clearly established one thing that the credit of the United States was above that of any other nation and Could not be shaken by the severest drain An Interesting Pension Question Washington May 22- Commissioner Ranm of the Pension Bureau to-bay approved and signed a pension certificate in favor of John Hildt formerly of Co 1st Michigan Volunteer Infantry for $16500 This pension is for a gunshot wound in the right arm causing amputation and resulting in nervous prostration and insanity and dates from 1862 for amounts varying from $25 to $75 per month Hildt has been an inmate of the Government Insane Asylum near this city since 1862 and an important question arises as to whether the government should be reimbursed from this money for his care in the asylum since 1862 College Raees on the Thames New Hayek Conn May The programme is that there were nine college crews on the Thames river this season The races so far announced as follows: Columbia and Cornell Constitution and prayed Congress for an election law which will give American citizens equal rights at the polls Cotton Hills Shut Down The Nelson cotton mills in Winchendon are to be shut down to-night The shutdown is due to an increase of rent of the buildings which have been leased for more than 50 years by the late Nelson White and his successors The mills formerly made cotton sheeting but latterly have manufactured cotion denims The machinery is to be stored in the Boston Birre Gardner freight depot until it can be disposed of 3 O'CLOCK THE DAVIS SHOE FAILURE Not the Cause of the Hill Failure and Sulolde Lynn Mass May The following paragraph forming a part of the telegraphic report from Memphis Tenn on Friday relative to the failure of the Hill Shoe Company of that city has been investigated in Lynn by an Association Press reporter The failure of the firm was directly due to the failure of the Lynn Davis Shoe Company which owed the Hill Shoe Company between $300000 and $400000" Hon Joseph Davis was first interviewed and he stated positively that the Davis Shoe Company never owed the Hill Shoe Company one dollar On the contrary the Memphis Company owe the Davis Shoe Company heavily Mr Davis further states he and the Davis Company recently found themselves obliged to cease helping the Memphis concern financially and then came the inevitable the failure of the Hill Shoe Company Referring to thesuicide of President Wm Hill of Memphis with Death the Echo" Is a' reflection on Mr Davis and his Lynn Company which Mr Davis and his scores of Lynn and Boston friends in financial circles term ungrateful and unjust Mr Davit feels greatly encouraged by the very kindly offers of assistance and intimates that a little time will bring about a settlement of the difficulties no doubt on a basis of 100 cents on a dollar REVOLUTION IN BUENOS AYRES Shooting In the Streets of Cordova Bubnos Atbes May The statement that a revolution had broken out in the province of Cordova' is confirmed There was firing in the streets of Cordova the capital of the province of that name on Thursday or Friday It is that the revolt was instigated by the leaders of the rival factions in Buenos Ayres Troops quelled the disturbance yesterday evening The insurgents had cut the telegraph wires but communication with Cordova has been re stored by the government troops The city of Cordova is situated in a valley in the Primero and is about 330 miles west of Buenos Ayres It is the center of commu nication between Buenos Ayrea and the up per provinces It was founded in 1673 Coins Chicago Ills May Capt Porter of the United States secret service has arrested Rev Jeremiah Holmes pastor of a Campbellite church at Duquoin 111 on the charge of making counterfeit coins He hasa is left in destitute circumstances Iowa Miners Ask 8 Hours Oskalooba la Mky 23 The Iowa miners in a spirited meeting yesterday decided to stand by the action of their State officers It is expected the meeting will form a general demand for 8-hours work pay every two weeks and other things Operators are firm and will import new men Four hundred miners are at work near this city and many others in Representatives Republicans and farmers joined with tbe Democrats in passing the resolution Short Wheat Crop In Canada Toronto May Instead of an expected surplus in the supply of wheat there is a Boston May A gentleman intimate with the Salem banks states that he knows that tbe four banks interested In the Davis failure held $140000 of Davis Shoe Company and Davis endorsed notes and that one bank alone has $90000 The latter has however a $300000 surplns He also states (bat the Lynn banks have $120000 Two of the Salem banks have made a business of dealing in Davis paper and they hold notes 28-Rev Mc- Clurkln of tha Reformed Presbyterian Theological Seminary of Allegheny bas made public announcement of his intention to resign the chair of theology and history in the institution at the coming meeting of tbe synod in this city May 27th The rea- son given for thus abandoning the church and place Is that seven young Reformed Presbyterian ministers had been suspended irom the church for voting at a pollti eafefertlon and that they would probably be expelled from tbe synod In bis resignation the Rev McClurkin says: "My action is the outgrowth of a candid and thoughtful investigation of the church toward the government of our country and of tbe illusive distinction by which this attitude bas of late been advocated After searching the constitutional history of the United States with applause In broken English he spoke of the work in Italy He said the movement was first started by the work of Christian travellers In that country He as a convert himself of Esther Gavazzi The declares that the child was stillborn Secretary of State Blaine la improving No plans have yet been made for his departure from New York Sch Halcyon is in Barclay Sound She Is not thought to have
