Appeals Court Upholds Death For 2 Inmates AUSTIN (AP) The Texas Court of Criminal Appeals on Wednesday affirmed the death sentences of two convicted multiple murderers, in one case rejecting a district court's recommendation for a new trial. The state's highest criminal court found no major errors in the tnals of Ryan Heath Dickson, 24, from Potter County and Garcia Glen White, 38, convicted in Harris County. In Dickson's case, the appellate judges dismissed the recommendation last September from state District Judge David Gleason that Dickson should have a new trial based on audio tape evidence prosecutors discovered after his 1997 conviction.

Defense attorneys contend the tapes show a witness who testified against Dickson gave conflicting statements about whether Dickson planned the Nov. 27, 1994, killings of Amarillo couple, grocer" Carmelo Surace, 61, and nis wife, Marie Rosalie, 60. Premeditation is not a test for capital murder in Texas. According to testimony, Dickson was caught trying to steal beer when he shot Carmelo Surace with a sa wed-off rifle. He then shot the grocer's wife in the face even after she had handed over all the money $52 from the register.

Besides the cash, court records showed he fled with an undetermined amount of beer. The Court of Criminal Appeals previously affirmed Dickson conviction and sentence last April, before the tapes surfaced. White is awaiting death for the Dec. 2, 1989, slayings of Bonita Edwards and her 16-year-old twin daughters, Annette and Bernette, at the woman's Houston home. The case went unsolved until White was arrested for the 1995 killing of convenience store clerk Hai Van Pham.

He also has been linked to the 1989 killing of 27-year-old Greta Williams, but sits on death row only for killing the Edwards family. White confessed to killing the family, then blamed the crimes on a friend. Police discovered the friend had died earlier in 1989. Tarrant Judges Don't Renew Pact With Boot Camp FORT WORTH (AP) The Tarrant County Board of Criminal Court Judges decided Wednesday not to renew its contract with the private company that runs an embattled Mansfield boot camp The contract with the Sarasota, Correctional Services Corp. expires Aug.

31. The judges have given oversight of the boot camp known as the Tarrant County Community Corrections Facility to the county's probation department. The judges will also ask for state funds for the facility, which faces a debt of $2.5 million this year. New Riverboat Casino Docks South Of Houston SURFSIDE BEACH (AP) -Another Texas gambling-ship operation is betting Texans are willing to steam 45 minutes into international waters to press their luck. A riverboat that once served as a floating casino in Joliet, 111., already is docked on the Intracoastal Waterway in this beach community 62 miles south of Houston. It will serve as a stationary restaurant and entertainment platform in connection with a gambling ship, which the company said is a 300-foot vessel that can hold more than 900 slot machines and 42 table games. Admission for one of the twice-daily cruises would be between $12 and $14.

Trips begin as early as April 15, local officials said, boosting the economy of the 750-resident town. "The biggest thing since flush toilets," joked Mayor Larry Davison, who said the town could make as much as $250,000 per year off a 50-cent ticket surcharge from Southern Gaming LLC, which operated video poker in South Carolina before it was outlawed.
