more secure jobs and less dependence on foreign resources" the president of the American Petroleum Institute predicted Saturday Charles DiBona the head of the oil main lobbying group said 1980 was a year that saw many favorable signs for the future including the setting of all-time records for oil and gas drilling in the United States Because of the increased exploration oil production which has been declining fdta decade in the lower 48 states is "much closer to he said Higher prices prompted Americans to use 7 percent-less oil than in 1979 Foreign oil use dropped 22 percent below 1979 when the country imported 82 million barrels daily That level can be cut in half by 1990 with some "relatively minor changes in government DiBona said He said that if more federal lands were opened for exploration there would be a good chance that oil and gas output could stabilize at around levels More exploration on federal lands was one of President-elect Ronald top campaign promises concerning energy Concerning goals for the next decade DiBona noted that coal use is up 8 percent this year over last year but he said that for coal production to double by 1990 environmental laws will have to be relaxed to permit more coal to be burned He also called for cutting government red tape to speed up construction of snythetic fuel plants and for the completion of all nuclear plants now on the drawing boards He said that would triple nuclear power output by the end of the decade No quick-fix solutions exist for energy he said in a statement "But if this country decides now to keep moving in the right direction we Americans can turn the promising signs of 1980 into sharply lower oil imports for the TRACY BROWN Tracy Coleman Brown 58 Rt 5 Warrior Lane died in the Veterans Administratibn
