meetings The opinion follows: Board of Police and License Commissioners of City of Kail River Gentlemen: To your request of September 23d fur an opinion relative to the authority to grant permission to persons to hold meetings ir address a crowd in the streets of this city I reply thereto as follows: The mayor nnd board of aldermen have the control of si'ch matter to the extent at "east of comprising Alderman Robert Sherman Alderman Aldege Chaussc City Messenger Lawrence Barney and Joshua Johnson crashed into a telegraph pole on the New Bedford rnAri about one mUe east of San- fon at aboUt clack tWa morning while on the way to this cHy and carromed off into a small gully on the north xlde or the roaa oaaiy smashing the automobile and giving the four occupants of the car a shaking up The party left New Bedford early this morning en route to the White Mountains with Johnson operating the car Johnson it? employed as chauffeur bv Superintendent of Streets bawton of New Bedford and the car is owned by Chausse It Is a seven passenger machine According to a statement over the telephone by one of the party a blow-' uut was sustained on the right rear tire about n0 feet away troin the pole which caused the car to dkid off the road upon the grass While turning out to avoid the pole the rear right wheel and body ot the car hit the pole a terrific crash which caused it to carrom Swansea and also one of the town's constables pleaded guilty in the second district court to-day to two violations of the milk law and paid a fine of $60 The fine was imposed on one of the two complaints the other being placed upon file The cases were brought by Inspector McCarthy of the state dairy board who appeared as the prosecuting officer to-day and Mason was represented by Attorney Edward A Thurston The latter entered pleas of guilty Immediately following the calling of the cases The Inspector testified that one of two samples of milk taken from Mason's place showed by analysis to contain added water and that the other proved to be skimmed milk though it had not been' labelled as such when offered for sale as required by law The attention of the otficer was first called to Mason's milk when a sample of watered milk was found In the car of a milk peddler in this city It was intended to prosecute the dealer but he was so strong In his protests that the milk was just as it was received hy him from Mason's farm that a visit was made to the farm and samples Of milk secured there One sample was found to contain 30 per cent of added water and the other was fourd to be
