several Upper East Tennessee "and Western North Carolina Counties were closed today due to flood conditions including Carter County Greene County Johnson County Unicoi County Washington County Mitchell County NC Yancey County NC current and toppled Janies True of WEMB said the station would get back on the air as soon as possible possibly on a limited basis later today Full return to air service would depend on erecting i a permanent tower At 4 a Union Street in Erwin was reported to like a with vehicles stalled at intersections Ramsey Trailer Park US Highway 19W-23 was evacutated after it was completely flooded and mobile homes were swept from their foundations Members of the Erwin Rescue Squad volunteer fire departments Unicoi County Department and Erwin Police Department along with volunteers worked most of the the morning evacuating persons in various parts of the county Aid stations providning food and drinks were volunteers at various churches and schools in the county Shelter was provided for some of the homeless at Love Chapel School In Carter County volunteer firemen were pumping water from Cloudland Elementary School churches and houses in Roan Mountain yesterday As water raced through Valley Forge with creeks and branches joining the Doe River the water gathered intensity and boiled huge logs and junked cars along as it rolled toward Elizabehton Highway Superintendent JW Street was preparing last night to block off a steel bridge at the entrance to Long Hollow since it appeared to be in danger of collapsing In Elizabethton water ran about four feet out of the banks of the Doe River at the school bus garage damaging several vehicles and floating one bus almost into the river As the water crossed the main section of town it again came out of its banks at the Administration Building for the county school system and closed Broad Street at Academy for some time Damage to houses was bad at Roan Mountain and Hampton The streams that feed Stoney Creek did not go abnormally high thus relieving the threat of a major flood downtown where the Doe and Watauga rivers merge There was a report that a man and his son had gotten into the swollen Doe River in a raft and were stranded near Valley Forge Rescue squadsmen were searching for them last night No reports of injuries were made in Carter County Although four dogs were killed at the flooded dog pound in Elizabethton Carter County Rescue Squadsmen evacuated about 40 to 50 persons in Crowe Bottom at Valley Forge from about 15 to 20 houses and some persons were evacuated from Roan Mountain Carter County Rescue Squadsmen were called out about 5 pm Sunday to rescue three men who had decided to float the raging Doe in a raft Hie men became stranded on an siland at Valley Forge and were brought to safety by the squad Johnson County Chairman WD Hill reported yesterday that four or five bridges erected as temporary structures after heavy flooding in early October were washed out and that four other bridges were damaged The Trade section south of Mountain City waas 'reportedly hardest hit in Johnson County along with heavy damage in the Forge Creek area Hill said that Neva Roan Creek and Doe Creek sections were damaged as extensively -as they were in the last flood National Guardsmen in Johnson City were mobilized and then sent to Unicoi County at the request of County Chairman Howard Garland Maj Floyd Hopson Jr was in command of the Guardsmen He said he had about 110 men and would divide them into three shifts to assist officers the Tennessee Highway Patrol and other officials in traffic control and security The Guardsmen will be standing guard over vacated houses and trailers The Guard set up headquarters at Love Chapel School The Tennessee Highway Patrol also had seven troopers with six cruisers in Unicoi County to assist Many of the troopers were working double-shifts Hie Nolichucky get onto the new bypass around Erwin opened just recently except at its south end where it rejoins US 23 Hundreds of uprooted trees were left stranded by receding waters in that area Granny Lewis Big Higgins Fork Rice and South Indian creeks all combined for the flooding along US 23 south of Erwin Flatlands in the Emestville area were flooded on both sides of the highway damaging homes- Clothing and household furnishings could be seen hanging from trees as the waters receded Lumber from a yard in the Emestville area had been strewn along both sides of US 23 for a distance of hundreds of yards Unicoi County Sheriff Roby Osborne praised the cooperation of the Highway Patrol National Guard and volunteers (Continued From Page 1 Col 3) officials do not know when the repairs will be completed Town Recorder Norman Francis said water in town storage tanks can supply customers in low-lying areas for at least 24 hours without being replenished but that lines to some higher elevations have already gone dry Francis said a subdivision north of Jonesboro was without water last night Francis asked that subscribers conserve water but he aSked that they not horde water in bathtubs and pails Officials are conducting tests on the existing water supply to determine if the water is contaminated Francis said there is a broken line we know about the water is probablynot Francis The Department of Public Health has placed a top priority on processing the water report to determine if the water has been contaminated Francis said The swirling flood waters washed away equipment at the water intake plant' and pumps there have not worked since 1 am yesterday Francis said Pumps and motors at the plant are underwater he said An 18-inch covering of mud surrounds the filter plant and a small flood was reported at the wastewater treatment plant A stopped-up storm drain was blamed for an accumulation erf mud water and soggy leaves at one point along the street From Five Points just west of Jonesboro on toward David Crockett High School the creek had overflowed its banks and flooded bottom lands Just east of David Crockett old US HE was blocked by about 75 yards of water Brush and Knob creeks in Johnson City caused the most problems Houses near the creek south of East Fairview Avenue were surrounded by water One house in the pre-dawn hours stood with its lights still burning The back entrance road to Mor-Flo plant off Lester- Harris Road was flooded The area was heavily flooded with water extending from Brush Creek to West Walnut Street surrounding houses isolating vehicles Embreeville Road south of Walnut Street was blocked by about 100 yards of water some of which was pouring into houses A Johnson City Press-Chronicle carrier was delivering papers in that area wearing nothing but khaki pants He waded up to his thighs and delivered the paper to a person standing on the porch of a flooded house A resident of nearby Gilmer Street said this was the second time in the five or six years since he had moved here from Ohio that it had flooded around his house His next-door neighbor a woman waded from her porch to the street and got her morning paper She said the creek behind her house had gotten into her backyard about 5 night They had boats with them but said they had not had to use them A number of calls had come they reported from the Big Valley Trailer Park area-They talked to a number of residents they said who waded out after finding that it was -possible guess they just wanted someone to tell them they one squadsman said An other said it had rained another couple of hours like it did at 3 have been in bad Memorial Hospital stepped in to help the Civil Defense organization in Washington County The hospital provided 125 folding cots 200 sheets 120 blankets and 80 pillows to be used at Lamar School where evacuees from the Embreeville area were housed last night Off-duty hospital personnel assisted Brush Creek had overflowed its bank and flooded across West Watauga Avenue water was flooding into the Church Brothers office nearby Sevier Street also had water mostly coining from the overflow at Watauga Avenue "but it was fordable i The area in northern Johnson City near Knob Creek was also flooded A Imports Bristol Highway had water coming into its showroom East Oakland Avenue near Rhodes Furniture was blocked by water There was also flooding in the county in Lamar community where Cherokee Creek had left its banks The creek was 50 yards wide at some points Evacuees from that area were being housed last night at Lamar School How bad was the flooding? Mr and Mrs Roy Miller Rt 1 Jonesboro in the Enon Church community are both in their 80s They said they lived at that spot in the 1940 floods and based on" what they remembered the floodwaters yesterday were six to seven feet higher than 1940 Airport in that same general area had its landing strip flooded but airplanes were on higher ground In the Chuckey Trading Post area of Rts 107 and 81 there was a report that one recreational vehicle had been gotten out but that other trailers and campers in that area had been lost In the Looking Glass area on Rt 107 between Embreeville and Erwin the river got up onto the highway blocking it until late Sunday afternoon The flooding conditions caused problems to the Johnson City Press-Chronicle in its delivery of Sunday morning editions Some route men had to be diverted because of floodwaters blocking their normal routes And there was a rash of late delivered papers and wet papers Washington County Superintendent of Schools Sam Humphreys said this morning that his bffice had gotten numerous calls from parents wanting to know why county schools were closed Humphreys said that many county bridges had been classed as unsafe preventing the garbage out-- members ofCarterCounty Pollution Elizabethton pays half the operational costs of the transfer station and is billed for 21 tons of residential garbage each day Since bulky items such as brush and appliances be dumped at Bowser Ridge the county leased property from Stanley for- $400 annually and agreed to pay him $14000 a year to operate what is called a demolition landfill on the property It cost $7500 to acquire a right of way to the property and $9568 to prepare the site The county further agreed to furnish one worker at the demolition site Recently pay was increased by that expenses of maintaining their equipment greatly reduces the possible profits Stanley recently sold out his interests in Soiltex to Hyder and now Stanley only runs a curbside pickup business
