increase fContfnued From Page 1 Col 8 The squires have tentatively okayed a slight increase in file sheriffs budget about equal to the excess fees he has surrendered to the county But even that increase could be threatened tomorrow if magistrates continue to hold the line against increased taxes The other large request before the magistrates today is for $146000 additional money for the school department Most of the increase 3110000 is asked for insurance protection for school personnel The rest is for repairs to buildings and operation of the schools and a slight salary increase for some teachers The teachers have dropped their request for about 3400000 in more money for salary hikes The school department's request alone would increase the tax rate by 46 cents squires said last week The current rate is 34 45 increased from 33-52 last year to allow the teachers a raise Some squires say the first order of business tomorrow will be to see the tax rate at 3445 and then rework he said The Knoxville counterpart of the Johnson City studio counts over 30 employes It is responsible for the majority of WSJK programming The Johnson City studio operates presently without a photographer and minus one cameraman Yet said Bill Lancaster production manager for the studio when the studio's production staff consisted of nine persons it produced almost one-third of the total air hours for the station Lancaster said the dubbing time was one-sixth less and lost only about 4000 feet of film to 32000 for the Knoxville studio The studio's the People" program was the winner of a Freedom Foundation Award for the unit on Thomas Monticello Lancaster is one of the staff members cut under the department's ruling He is also the author of a proposal for the establishment of Channel 41 requested by Rep Blackburn as an amendment to the general appropriations bill Lancaster's proposal calls for the channel to be on the air by September 1978 and to be licensed to the ETV system It writes in more stringent standards for personnel and an advisory board comprised of representatives from East Tennessee State University and citizens of the broadcast area Lancaster said he informed his superiors in the ETV system that he had been requested to write the proposal by Blackburn and Rep Bob Good (R-Johnson City) and that when he completed his proposal he sent copies to Dietz Dr John Cox assistant commissioner of education and Dr Ingram No response was given said Lancaster with the exception of a letter of receipt When the upstate caucus voted oto invite Lancaster to present his proposal before them Rep Robinson (R-Jonesboro) warned his colleagues they were jeopardizing job by making the invitation Robinson said he had been told by education department officials that Lancaster would be fired if he appeared before them Lancaster declined- the invitation on the basis of published remarks in the newspaper he said The caucus heard only the Broadside proposal There have been indications of activity related to the processing of an application for Channel 41 by the ETV system Possible transmitter sites have been scouted But approval of the five-year plan that allowed the ETV system to pursue application for 41 was not given by the State Board of Education until March The activity related to Channel 41 is for the most part all recent application has been many months in the making and needs only a stable funding formula to seriously compete with a hurried plan by the state Roland Fenz coordinator and station liaison for the Public Broadcasting Service Washington told the Johnson City Press-Chronicle he felt proposal could obtain the necessary funding Fenz visited Johnson City earlier this year to assess Broadside's plan He also heard Lancaster's proposal before Concerned Citizens for Public Broadcasting Fenz said the felt Broadside had relatively strong Lancaster's proposal he said be a messy one to work with" because of its tie to ETSU with the advisory board the university had said want that I could see he said Yet the transition in administration at ETSU makes it difficult for the school to make such commitments Lancaster said he feels the association of the station with the school has been over-stressed school would be furnishing the studio rent-free for Channel 41 under my proposal just as in the I just thought they ought to have something to say My proposal is for the State Department of Education I want us to sit around and let it go to Broadside why I agreed to write Lancaster said Concerned Citizens for Public Broadcasting declined to endorse either Lancaster's or Broadside's plans for Channel 41 calling both Chairman of the group Tom Headley is also a member of the Broadside board of directors resignation was reportedly demanded from Lynn Bennett after Concerned action Headley refused Headly took no part in the Broadside board's action approving the go-ahead to apply for Channel 41 Concerned Citizens has the option of mounting a contest of its own to the competing applications for Channel 41 either by petition or letter-writing What action if any the group might take has not been revealed The concern that the Johnson City studio of Channel 2 might be eliminated before the implementation of Channel 41 is have well founded If the studio site on the ETSU campus were vacated
