HURD P-CStafi Writer State educational television officials have made plans to deal the Johnson City studio of WSJK-TV a crippling budgetary setback but say been no discussion of deleting the studio from the ETV system I Tennessee ETV Director Eugene Dietz confirmed to the Johnson Gty Press-Chronicle Friday that four of the studio's 12 personnel will be cut or transfered as of June 30 Members of the Upstate legislative delegation are to meet with Commissioner of Education Sam Ingram in Nashville tomorrow to discuss the cutback Rep Clarence Blackburn (D-Blountville) has asked for a public explanation of the move The State Department of Education of which the ETV System is a division last year sought to eliminate the Johnson City studio East Tennessee lawmakers were successful in finding $150000 to continue its operation Diet said the reductions were necessary in order to staff the newest ETV facility in Cookeville and that he expected continued funding for the Johnson City studio until implementation of Channel 41 in Johnson City change ordered up there was recommended by -Mr Hill the studio manager in Johnson City and Mr Curtis the station manager for Dietz said Studio will go into the mail no later than Wednesday Once the FCC files the application the state ETV system will be notified and be given 30 days in which to contest by way of a competing application Should the state file a competing application as Dietz indicated it will each would then be considered by the FCC on its merits But the cutback at the Johnson City studio of Channel 2 may serve to lend increased public support to Broadside's effort The state's plan calls for the implementation of Channel 41 within five years but Dietz himself said he's unclear about just when that timetable will go into effect Broadside's proposal however is geared to make 41 operational as early as next year Concerned Citizens for Public Broadcasting a Johnson City group formed last year after the state sought to eliminate the Johson City studio declined to offer its support to Broadside Torn Headley chairman of the group said yesterday its members were at the cutback move group can only interpret the county budget here tomorrow trying with all their might to avoid another tax rate increase The squires have been asked for increases in budgets which would boost the tax rate to well over $5 per hundred Revenue sharing grants from the federal government were allotted to various agencies and civic groups before the county court was really sure how much money the county would receive This year the squires say their revenue sharing funds are being taken almost entirely by the expanding costs of garbage disposal So last week the finance committee informed those agencies that they will have to wait until July to see if the county will be able to give them any money Sheriff George Papantoniou is expected to plead for about $80000 to hire 12 new deputies The sheriff told the committee recently that his department is operating well below the average of deputies per thousand residents The sheriff now has nine deputies with arrest powers and is working those men three shifts dollars assessment Two years ago the tax rate was $352 Many magistrates have vowed they vote for moretaxes no matter what must be cut from county budgets The squires say their constituents stand for an increase and argue that industry is being driven out of the county because of high taxes The squires will be asked for large increases from the school system and the department tomorrow The fidget most magistrates are now saying will be pared to within a few dollars of the current appropriations And the school request for more money for an insurance program for all personnel also is in jeopardy Last year the magistrates promised money they did not yet have daily Taking much of the deputies' on and off duty time is court appearances to follow through court their arrests The deputies do not get paid for court time The highest paid deputy now gets $625 per month and the sheriff wants to raise the salary for his men over the next few years county has 30 magistrates to represent the people
