turnover born of scandal in the nation's two highest offices Rockefeller one of America's most experienced public servants and wealthiest men used his inaugural address Thursday night to praise the congressional review that scrutinized his career and delayed his confirmation for four months Just hours before being sworn in by Chief Justice Warren Burger in a televised ceremony in the Senate Rockefeller was confirmed by the House 287-128 President Ford members of Congress and the Cabinet family and a host of New York officials were on hand to witness the inaugural Senate President Pro Tempore James Eastland D-Miss convened the ceremonies and a committee of senators conducted first Ford and then Rockefeller into the Senate chamber It was the first time television cameras were allowed in the Senate After taking the oath Rockefeller read from his own handwritten notes scrawled on a yellow legal pad and told the nation is nothing wrong with America that Americans cannot Dunn ovens interstate from Blountville to Greeneville Dunn said the state interstate system is now within 89 miles of completion with 62 miles of that remaining figure now under contract The governor said the improvement of highways in Upper East Tennessee was one of his commitments made in his 1970 campaign to seek the governorship I am proud of that record" "The opening of this section of 1-81 is a history By HENRY SAMPLES Gov Winfield Dunn today officially opened a 42-mile section of Interstate 81 permitting travel- between Blountville A and' Greeneville Although some of the traffic temporarily will be two-way on one side of the interstate Dunn said the opening of the section from US 11-E to State Route will take much of the traffic off US 11-W has taken far too many precious lives and destroyed so much Even as Dunn spoke in a brief ribbon-cutting ceremony at the Appalachian Highway intersection in Sullivan County automobiles and trucks began traveling the route which expedites travel from Bristol tT Knoxville The $614-million section of 1-81 opened today is one of three interstate sections totaling 963 miles and costing $148-million that Dunn dedicated today The other sections are the final link of 1-75 between Knoxville and Chattanooga and a section of 1-40 between Knoxville and Dandridge Dunn who leaves office in less than a month said the opening of those three sections of highway means 1943-miles of interstate highway have been completed during his four-year administration That brings the total of interstate open in the state to 955 miles of highway Dunn said up from 761 miles open when he took office City commissioners approve loan for wastewater plant Appointed Beverly Garrison Benny Reed Bessie Birchette Kathy Astin and Wiley Rutledge to the Seniors Citizens Advisory Committee nad appointed Mrs Carl Jones and Charles Ogle to the Citizens Advisory Committee Approved installation of water lines in the newly annexed areas of King Springs and Piney Grove and Approved on first reading three ordinances to close old rights-of-way on the Dawn of Hope Development Center property By DAN SEAMAN City Commission approved last night on first reading an ordinance giving City Manager William Ricker authority to negotiate a $168 million loan from the state for the operation of the Johnson City Area Wastewater Treatment System The money will be used to implement a county sewer system previously planned by the Washington County Utility District (WCUD) The city has already assumed a federal grant for operation of the system The Environmental Protection Agency (EPA) earlier this year ruled WCUD ineligible to receive the funds The EPA grant assumed by the city is good for $485 million It will when combined with the state loan provide the city with $653 million to construct the county sewer system The problem of choosing a site for the treatment plant was solved recently when Ricker "announced that the TVA plans to donate a 16-acre tract of land near Boone Dam Reservation to the city The gift will save the city about $225000 i -1 Action on annexation of the Eiarnes-Hilltop and West Oakland Avenue interchange areas was- deferred last night Ordinances calling for annexation and zoning of the areas were to have had their first reading last night but were deferred until next month Public hearings on the ordinances will be held on the third and final reading probably in February Action on an ordinance to regulate construction in flood-prone areas along Brush Creek and King Creek was also deferred The building regulations are in the form of ammend-ments to the zoning code and are required for continuation of federally subsidized flood insurance Other federal funds may also be cut off if the city does hot act on the ordinance before July Plans for construction of a branch of the Banking and Trust Co next to The Mall on North Roan Street were approved last night even though the plans were denied approval by the Johnson City Regional Planning Commission The property in question is currently zoned for use as a shopping center requiring a comprehensive plan for development The plan was inadequate for approval by the city planners City Planner Jeff Browning told commissioners last night that a building permit issued to the bank was of In a letter to Mayor Kyle Chinouth Browning listed four specific reasons why the plans should not be approved The letter stated approach for development was not in keeping with the comprehensive planned developmental approach desired in the shopping center and listed three specific shortcomings in the plans A bank representative told commissioners last night that the plans had been changed to meet the criteria Approval was given last night for an addition to the city vocational school Under a new state vocational education program school systems which qualify can allow the state to build and maintain vocational education facilities on locally-owned property The state will provide the city with-a greenhouse and a shop area adjacent to the present vocational school A resolution was passed last night for city policemen to receive salary supplements- from the Tennessee Law Enforcement Planning Commission for in-service training A five per cent supplement will be paid for hours of training during the year beginning July 15 1974 For the year beginning July 15 1975 40 hours will be required supplement will be increased by two and a half per cent each year until the maximum of 15 per cent is reached Several bids were awarded for school improvements last night including renovation of North Side School and purchase of television equipment Ed Street Jr was low bidder on the renovation project with a bid of $8225 Radio Electric Supply Co was low bidder on television equipment for the school television studio with a bid of $76095 In other action last night the commission: Annexed and zoned (B-4) property belonging to the VFW off Buffalo Road $1211966 The Lions Club rang the bells for the Salvation Army Christmas campaign yesterday collecting $982 18 Money raised by the Lions brings the total collected to $12119 66 Today the Downtown Optimist Club and the Life Underwriters will ring the bells 7 1 v- Federal grand jury indicts sugar refiners A0 SAN FRANCISCO (AP) Six major sugar refiners have been indicted by a federal grand jury on charges of conspiring to raise and fix the price of sugar for at least three years prior to 1973 in 19 Western and Midwestern states The Justice Department also filed two companion civil suits on Thursday seeking to prohibit the companies from exchanging price information The action culminates a yearlong Justice Department investigation of pricing practices in the $25 billion US sugar market The probe gained urgency with recent sharp increases in retail sugar prices but indictments and companion lawsuits do not involve the recent rise a government spokesman said Asst Atty Gen Thomas Kauper head of the Justice antitrust division-said however that recent pricing practices in the industry are under investigation Three of the six companies were indicted for conspiring to fix sugar prices in California Arizona and in Las Vegas and Reno Nev Five of the six firms were charged with a separate price-fixing conspiracy in other Western and Midwestern states In a third civil suit two companies including one indicted firm and a seventh sugar company were accused of conspiring to restrain competition in five Western states Hie government said they had agreed not to market' sugar under grocery chain house brands which usually are sold at cheaper prices The six companies named as defendants in' the indictments returned in US District Court here were Great Western Sugar Co Denver American Crystal Sugar Co formerly of Denver Holly Sugar Corp Colorado Springs Colo California and Hawaiian Sugar Co San Francisco Amalgamated Sugar Co Ogden Utahand Consolidated Foods Corp of Chicago One indictment and a companion civil suit involved three companies that sold about 69 per cent of the $268 million' worth of sugar marketed in 1972 in California Arizona Las Vegas and Reno California and
