debris at 1718 Park Drive shortly after dawn yesterday five hours after the fire was discovered by a neighbor Kingsport Life Saving Crew members couldnt get to them sooner because of the intense heat according to Boyds family The family pet dog also perished in the blaze Harvey Conkin who lives across the street discovered flames shooting from the windows about 1 am He ran over and tired to gain submitted the apparent low bid of $1043- (See 1-81 page 10) Terrorists blast bridge span over Mekong SAIGON (AP) -x Terrorists blew out the center span of Phnom Penhs main bridge across the Mekong River today killing three persons and wounding five in the third attack on the Cambodian capital this week Three Cambodians were arrested at the western end of the bridge shortly after the explosion National Transportation Safety Board report on the Nov 14 1970 Marshall University plane' crash will place the blame on pilot error the Huntington Herald-Dispatch reported today Quoting sources close the House of Representatives here yesterday The impeachment resolution charges Dunn with accepting Letters released between and owner of Memphis On the news beats supplies One told a newsman that they had been seeking a signal at the crossing for two years A spokesman at Nyack Hospital where the victims were taken said at least 30 of the pupils were injured some of them seriously One pupil was dead guidelines as a means of calling for investigation for possible impeachment Article Five section four of the Constitution of Tennessee provides the governor judges of the supreme court judges of inferior courts chancellors attorneys for the state treasurer comptroller and secretary of state shall be liable to impeachment whenever they may in the opinion of the House of Representatives commit any crime in their official capacity which may require disqualification but judgement shall only extend to removal from office and disqualification to fill any office thereafter The party shall nevertheless' be liable to indictment trial judgment and punishment according to law The legislature now has and shall continue to have power to relieve from the penalties imposed any person disqualified from holding office by the judgement of a Court of Impeachment Section 8-2601 of the Tennessee Code Annotated provides similar language It is thus incumbent on the House of Representatives to investigate and determine whether the above-mentioned actions and conduct on the part ot said Gov Winfield Dunn constitute in the opinion of said House of Representatives a crime
