I Women and girls appear to be more susceptible to the disease than men, it is indicated from the reports turned over to the health department. In the i last three days twenty-nine female cases have been reported, as against sixteen male cases UNION HEADS ASSAIL PROPOSEDRAIL PLAN (Continued from page one) the rate guarantee section did not take a dollar out of the public treasury. order to prejudice it among the people, it has been temed a guaranty There is a guaranty in the bill of the standard return and against deficits continuing for six months after the railways are returned to their own- Denies a Guaranty. "The rate making section is not a guaranty. Not a dollar is to be paid from the treasury on account of its provisions, and no obligation whatever on the part of the government is crpted." He said the bill merely directed the Interstate Commerce commission that insofar as was practicable it should make rates that would yield a net operating income of 5Jfc per cent "upon the true value of the railway property." The income would depend whol ly upon the location of the roads, the Iowa senator pointed out, asserting that some roads would earn not more than 2 -per cent." "To call it a guaranty is to be eith er maliciously false or stupidly ignorant," declared.

Robertson Reviews Bill. Senator Robertson, Democrat, Arkansas, one of the conferees and author of the anti-strike provision of the senpte bill which was discarded in conference, reviewed the measure at some length, dealing particularly with the labor situation. "The labor provisions, fairly construed, do not justify the assaults made upon them," he said. "This is not a government of labor organizations. It must not be perverted in char octer so as to become the means of denying right of justice to any class of law abiding citizens.

Threats of industrial revolution boasts of polit-'. ical vengeance to be wreaked on contemptible cowards who occasionally disgrace public office, vengeance through the manifest ill-temper of labor leaders, who regard themselves as the dictators of public policy, may secure temporary advantages detrimental to the general public interests for the organizations which they misrepresent, but in the end the public will know and understand." Praises Labor Board Plan. Referring to th" labor board provided for in the bill, he said: "It is astonishing that the labor organizations should assume the position that wage demands cannot fairly be determined by any tribunal which human wisdom can conceive, or which American statesmanship may devise." He added that "this measure becomes a hill of rights for labor," and insured the employment of the power of the United States, when invoked to safeguard those rights, At the White House it was said the president was at work on hi3 answer to suggestions recently made bv the brotherhoods for a tribunal indepen-Hen hat nrovided for in the railroad bill to pass on disputes, the sur- fetinTi Keirg tht the tribunal be composed of employers and workers onlv. No intimation of Mr. Wilson's position on this suggestion was available, but some officials, judging, bv he past inclined to the opinion that he would again indicate his belief that the public also need be represented.

Phone 368. 1-20-tf member of the city police fores, was coitl'ronted by three highwaymen at the comer jf Tenth and Ouchita streets, Saturday night shortly after 9 o'clock, and found himself looking into the business end of a revolver, he thought he was the -victim of a practical joke. At a command, "Hands Up," from the man on the other side of the gun, Thacker laughingly grasped the weapon with one hand and thoved the barrel downward. He then realized that the holdup was no joke. The highwayman discharged the revolver twice in rapid succession, both bullets striking Thacker in the ritrht thirh inflicting flesh wounds.

The I andit then fled, followed by his companions, discharging the four remaining cartridges in his gun as he ran. One of these bullets passed through the front of Thacker's coat but did no harm. The other shots went wild. Thacker staggered to his home at 805 West Tenth street, less than half a block distant, and called a doctor. He was taken to the Southeast Kan- sas hospital, where it was reported today that his wounds are not danger- ons.

One of the bullets passed clear through the thigh, while the other lodeed in the lee- and has not been removed. According to the vague description given to the police the gunman was a youth about 5 feet 9 inches in height, wore an army raincoat and a black hat. It is the belief of the police that the highwaymen were "new at the game" and that the attempt to shoot Thacker was the result of nervous- ness. No further clue to their iden- titv had been found this Thacker was a member of the city noliee force spveral vears ayr and later owned a grocery store at the corner of Eleventh and Ouchita streets. He was obliged to retire from business recently on account of in hanHVi its ohnnf vonro nf age.

Other members of the family are ill of influenza. Six Sick in One Family Six cases in a family of seven, living on Illinois street, were discovered yesterday by Dr.

Wells, public health officer. Many similar cases, where practically all of the members of the families are stricken with the disease, have come to the notice of the health department since the outbreak of the epidemic. A total of two hundred sixty-eight cases of influenza have been reported and quarantined since the beginning of the epidemic.
