Laird said he feels state and local governments are in a better position to solve problems and set priorities on many issues than some bureau chief in Washington. The problems can be solved "by the state and local agencies, he said, if the resources are available. He called on the federal government to return revenues to the states on a percentage basis, rather than attempting to solve all problems and plan everyone's life through a federal government agency. Congressman Laird, who himself was named by former president Dwight D.

Eisenhower as one of the 10 U.S. citizens he considered best qualified to be president, said the Republican party has many good presidential candidates to offer in 1968 including Richard Nixon, and Governors George Romney of Michigan, Nelson Rockefeller of New York, and Ronald Reagan of California. He warned: the group attending the Harlan dinner that they must not be too quick to criticize party candidates who have views differing from their own. He said the Republican party must be broad, enough to encompass these conflicting views. Only in this way, he said, can the party provide a means for debate out of which will come the best possible plans and programs to offer the American people during the 1968 elections.

(AP) Scientists seek today to determine whether the first industrial nuclear explosion will render new wealth from the bowels of the earth. A thermonuclear device was exploded 4,240 feet below the earth's crust Sunday. Preliminary indications were that the explosion, called Project buggy, had done its job by creating a huge subterranean chamber from which natural gas can be removed, spokesmen said. Dr. Robert H.

Thalgott, Gas- buggy deputy project manager for the Atomic Energy Commission, told newsmen at a briefing after the blast that no radioactivity had escaped from the ground and none was expected to. Dr. Harry Reynolds, a scientific advisor for Gacbuggy, said there was reason to believe that" an underground chamber 160 feet in diameter and as tall as a 35-story building had been created 3,500 feet below ground zero. The AEC said drilling into the chamber begins today, although no substantial evidence on whether the nuclear stimulation concept really worked is ex- judiciary center. Fort Dodge Tops Carroll Riflemen i The Carroll rifle team was defeated by the league-leading Fort Dodge Blue team 1557 to 1510 in a Twin Rivers ence rifle shoot at the Carroll Gun Club Saturday night. Fort Dodge was paced by Dan Dooley at 394, followed by Howard Brown at 391, and Dick Sterns and Gene Martens, both at 386. Dan a a topped the Carroll shooters with a score of 380. Legion to Honor Vietnam Veterans Vietnam veterans will be honored at a meeting at 9:30 p.m. Tuesday of Maurice Dunn Post No. 7, American Legion.
