"We want to serving our established clientele -in that area," Acosta said.

"But we may look at some other locations nearby." Because of a chronic shortage of parking spaces at many of Houston's retail businesses and strip centers, the City Council in 1989 passed an "off-street parking and loading" ordinance. The law governs new and newly expanded commercial buildings only. Under the code, movie theaters must have 0.3 spaces, for every seat. Restaurants must have 8 spaces for every 1,000 square feet of store space. Clothing stores must have 4 spaces for every 1,000 feet of store space.

Prior to the passage of the new code, Houston had no laws governing how many parking spaces a commercial building must provide for its retail tenants. Even with the passage of a new law, the vast ljulk of retail buildings in Houston are unaffected by the ordinance, since they were built before 1989 and have not been enlarged in the past two years. Some businesses can succeed without an abundance of Barking. Examples are stores located downtown or in the 'niversity Village. stores can depend on walk-in traffic during the 9-to-5 business day.

And the Village is close enough to the concentrated affluence of West University, Bellaire and River Oaks to survive scanty parking. But for most other retailers, securing adequate parking for your business is essential. 'The ordinance is good news for tenants and landlords because it ensures that new and renovated buildings will have adequate parking," said real estate developer Ed Wulfe, president of Ed Wulfe Co. and a member of the committee that helped draft the law. 'The thing to do if it is an older ruilding is to negotiate carefully and make sure there is plenty of parking available for your store." When a business pays to rent space in a strip center, that typically covers the cost of a shared parking area with other tenants.

If the business wants parking reserved for its customers only, that is a matter of negotiation, depending on how many spaces it reserves. "The way we see it, our establishment is entitled to the frontage area of the store," said Merida's Rafael Acosta. "So we put signs on the spaces right in front of our store. We pay extra for the security guard, but we don't pay extra for those spaces." HOUSTON (AP) In an auto-addicted city like Hous ton, adequate parking is nothing less than a lifeline for a successful retail business. And if that sounds simple pave it and they will come think again.

Getting enough parking spots for your "customers can be surprisingly tricky. After doing business at 3017 N. Durham for more than five years, the owner of Brink's Hardware decided to eliminate the parking jams forming outside his door. "The rule of thumb is, for every 5,000 square feet of retail store space, you need at least 20 parking spaces," Brink's owner Jim Smith have 5,000 square feet 1 of space, but I only had 15 spaces." Three months ago Smith shelled out $150,000 to buy -an adjacent lot and pave it for 20 new parking spaces. That's a sizable expenditure for a small business, hut it was only a part of the investment Smith had to make.

To satisfy local deed restrictions, he spent six months knocking- on neighbors' doors, asking them to sign a petition. Unless a majority of local residents signed the petition to change the lot's designation from residential" to commercial use, his plans would be sunk. "That took a lot of hours and a lot of legwork," Smith said. But a successful petition drive held the key to Brink's future. Smith not only wanted enough parking for his present needs, but he also wanted enough to accommodate future business growth.

"I plan to be here in the 1990s, and I know people hate to wait for a parking space," he said: "If you don't have adequate parking, you aren't being fair to your In many cases, the customers will not wait. "We've been told by many customers that they wilj not go to our Fulton location because they can't find a place to park," said Rafael Acosta, president of the three Meri-da Mexican Restaurants in Houston. "If you don't have the spaces, potential customers will drive right by you." To protect the five spaces the restaurant ha3 reserved for its customers, Menda hires a security guard during peak business hours to Shoo off interlopers, some of whom are patrons of the rival Doneraki Restaurant, located just across a narrow street. "Parking is essential to a restaurant, even more so than a lot of other businesses," Acosta said. Merida's best-performing location in on Navigation Boulevard.

FIFTH ST, TYLER, TX 75701 (903)595-2283 WASHINGTON (UPI) New housing starts broke the 1 million barrier in June for the first time in seven months, and the Commerce Department report sparked hopes- the long-awaited housing recovery has finally June's 5.2 percent increase to a seasonally adjusted 1.04 million followed months of anemic growth in the long-moribund housing market, -which last topped the million mark in November. Starts are now 22.8 percent above their January trough of 847,000. "I think a million, to builder and a lot of people who follow the housing market, is an important Esychological barrier," said Daryl lelano, a housing specialist at Cahners Economics in Newton, Mass. "It's hard to believe we, were 6 months below that figure." "It certainly would have been bad news for the balance of the year if we didn't break the million mark now, since We're into the peak season and it appears the credit crunch is easing, he said. Bolstering the good news on starts, building permits also rose above 1 million, gaining 3.7 percent to hit a seasonally adjusted 1.002 million in their fifth straight monthly gain.

Activity -on the permit front could foreshadow a construction rebound in coming al-, though permission to build a home does not always mean work will begin immediately. Starts rose across the country, with a decline reported only in the West, which showed a 14.7 percent decline to 248,000 over May. ADVERTISEMENT Weight Loss Surprises Researchers WASHINGTON -A nutrition or ganization was hopeful that a nutritionally complete "hi-tech" food tablet would help erase world hunger problems, until a study revealed that one of the ingredients could cause significant weight loss. Researchers in Europe found that an ingredient in the ap tly named product Food Source One actually caused people to lose weight, even though specifically instructed not to alter normal eating patterns, according to one study published in the prestigious British Journal of Nutrition. Research ers in an earlier study had speculated that the weight loss was due to a decrease in the intestinal absorption of calories.

While the development of Food Source One, a project of National Dietary Research, would not be used to successfully fulfill its original goal, the formula which has since been unproved with other natural colloids has been a windfall for overweight people. A Daytona Beach, Florida woman fighting a weight battle for 12 years used the product on the recom mendation of her physician and lost 30 pounds. She stated, "Not only have I lost 30 pounds but my choles terol has dropped from 232 to 143. 1 have two closets full of clothes which have not fit me in two years that I can now wear, in a separate report, a telephone interview revealed that a Wilmington, North Carolina pharmacist lost 14 pounds in 3 weeks on the product and was never hungry. Food Source One tablets are part of National Dietary Research com prehensive plan to bring a rapid end to obesity in this country.

Sixth 683-2358 4.0 percent market share in thefirst Arbitron ratings since the station went on the air in 1990, "We feel it was very good for our first time out," Reynolds said of his soft adult contemporary format station, whose target au- dience is adult females. Reynolds said KTMJ-FM conducted a series of in-house market surveys before going on the air, and has since measured its audience in random telephone surveys, but ack-noweldged the challenges inyolved in launching a new station. "You're basically selling your concept and beliefs for the first year or so or at least until you get on the (ratings) books," Reynolds said.

He said there were some discrepancies between Arbitron's findings and the new FM station's in-house surveys, but, on the whole, he was comfortable with the Arbitron spring survey. Tim Patterson, vice president and general manager for KTYL-FM and KTBB-AM, said while the overall 12-plus audience for TylerSmith Coun- ty showed both stations losing market share, he was not concerned because the loss of listeners primarily involved teen-agers, a segment of the market neither station was interested in attracting. "We look at the (Arbitron) book, because we get it," Patterson said. "But we don't program for teenagers. We look at the 25-54 age group adults that's what the advertisers look at and we were strong there.

"You can't compare us to KNUE-FM and KISX-FM," Patterson said. "Country is strong, there's no dfebt about that." Still, Patterson said he and other company officials were encouraged by Arbitron's No. 2 rating for KTBB-AM, a newstalk station, during morning drive time locally. "We're real happy with our audience, considering there are so many contemporary stations in this market," he said. "We did not want to take away from our country station, because those people are not going to switch over, anyway," he said of Broadcasting Unlimited's time-share or management and lease agreement with KISX-FM. Since the agreement was worked out last year, Kelly said KISX-FM, featuring the music of Phil Collins, Wilson Phillips and like-minded contemporary artists, had been successful in attracting a mainly female audience in the 18-40 age group. "The idea was to go after a younger audience with a bright format that was up-tempo," he said. Kelly said TylerSmith County survey results from Birch Radio, a Dallas-based ratings service, showed KNUE-FM and KISX-FM with even higher market share than the Arbitron findings. Further, he said, Birch's survey showed both stations attracting more listeners in the Longview area.
